One seat on the Kansas City Public Schools Board of Directors was up for special election on November 3, 2015. Newcomers Matthew Oates and Lindsay Mathews filed for an unexpired four-year term in the Sub-district 2 seat.[1] Oates won the election without active opposition after Mathews withdrew from the race on October 4, 2015. Mathews' name appeared on the ballot as her withdrawal came after the creation of the ballot order.[2] The special election became necessary when Sub-district 2 incumbent Gunnar Hand resigned in April 2015 to start a design firm in Los Angeles.[3]

Kansas City Public Schools, or KCPS, is located in northwest Missouri in Jackson County. The county seats of Jackson County are Independence and Kansas City. Jackson County was home to 683,191 residents in 2014, according to estimates by the United States Census Bureau.[4] Kansas City Public Schools was the 10th-largest school district in Missouri and served 16,832 students in the 2012–2013 school year.[5]

Demographics

Jackson County outperformed the rest of Missouri in terms of higher education achievement in 2013. The United States Census Bureau found that 27.6 percent of Jackson County residents age 25 and older had attained a bachelor's degree, compared to 26.2 percent for Missouri as a whole. The median household income in Jackson County was $47,015, compared to $47,380 for the state of Missouri. The poverty rate in Jackson County was 17.4 percent, while the overall state poverty rate was 15.5 percent.[4]

Voter and candidate information

The Kansas City Public Schools Board of Directors is a nine-member board elected to staggered four-year terms. Six seats are elected by district and three seats are elected at large. Seats in Sub-districts 2, 4 and 6 along with two at-large seats were up for election in November 2014. The next regularly scheduled election for one at-large seat and seats in Sub-districts 1, 3 and 5 was in 2016.[7]

When a seat is vacated by a board member, the vacancy is filled by a special election to the unexpired term.[7] Candidates interested in the special election could start filing with city election officials on July 21, 2015. The last day for candidates to file for the election was August 18, 2015.[8]
