The Kansas Economic Development, Amendment 2, also known as Amendment 2, was on the ballot in Kansas on August 5, 1986, as a legislatively referred constitutional amendment. It was approved. The amendment proposed that the constitution be amended via HCR 5047: Article 11, Section 13. The amendment proposed that the governing body of any city or county be permitted to exempt property of a new manufacturing, research and development or commodity or goods storing business or property necessary to facilitate the expansion of any such existing business, if, as a result of such expansion, new employment is created, from property taxation for a period of 10 years.[1]
