A two-thirds vote is required during one legislative session for the Kansas State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 27 votes in the Kansas State Senate and 84 votes in the Kansas House of Representatives, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.

House Concurrent Resolution 5008 (2025)

The Kansas House of Representatives Judiciary Committee introduced the constitutional amendment into the Kansas State Legislature as House Concurrent Resolution 5008 (HCR 5008) on January 28, 2025.[3]

  • January 28, 2025: The Kansas House of Representatives Judiciary Committee introduced HCR 5008.
  • February 18, 2025: The House Judiciary Committee voted to recommend the resolution's adoption.
  • February 20, 2025: The Kansas House of Representatives voted 86-37, with two members absent, to pass HCR 5008.
