The Kansas Regarding Banks, Amendment 3, also known as Amendment 3, was on the ballot in Kansas on November 4, 1980, as a legislatively referred constitutional amendment. It was approved. The amendment proposed that the constitution be amended: Article 13, Sections 1 and 2. The amendment proposed that a bank must be established under a general banking law, and shall be run as a duly organized corporation. The state shall not be a stockholder in any banking institution.[1]
