Kansas "Personhood" Amendment (2012)

The Kansas Right to Life Amendment did not make the 2012 ballot in the state of Kansas as a legislatively referred constitutional amendment. The measure would have defined the term "person" in the state constitution as the start of biological development. The measure was supported by twenty-five state House members. The group planned to introduce the proposed ballot measure during 2012 state legislative session.[1]
Path to the ballot
A 2/3rds vote in both chambers of the Kansas State Legislature is required to refer an amendment to the ballot.
It was reported at the time that State Representative Lance Kinzer did not plan to hold a House Judiciary Committee hearing on the measure. This effectively blocked the measure from making the ballot. Kinzer, chairman of the committee and an anti-abortion supporter, stated at the time that the proposal would not hold up against a legal challenge.[2]
