Kansas State Lottery, Amendment 4 (1986)

The Kansas State Lottery, Amendment 4, also known as Amendment 4, was on the ballot in Kansas on November 4, 1986, as a legislatively referred constitutional amendment. It was approved. The amendment proposed that the constitution be amended: Article 15, Section 3. The amendment proposed that legislature may provide for a state-owned and operated lottery until June 30, 1990, after which time a concurrent resolution would need to pass for the continuance of the such a lottery. Whenever possible, the state would make public the odds of winning.[1]
