Further, I will encourage State employees and contractors to report fraud, waste, and abuse without fear of retribution or repercussions, and create an atmosphere in the Delaware Office of Auditor of Accounts that encourages employees to deliver fair, fact-based reports without fear of retribution or repercussions.	”
