Kathleen Hartnett White is a senior fellow at and the director of the Texas Public Policy Foundation's Armstrong Center for Energy and the Environment, a conservative 501(c)(3) nonprofit organization.[1][2] During the period of transition between the Obama and Trump administrations, White was reported to be in consideration for a high-level appointment in the Trump administration. ABC News reported that White was being considered for secretary of energy.[3] In October 2017, she was nominated by President Trump to become the White House senior adviser on environmental policy.[4]

Career

Early Career

Kathleen Hartnett White began her career serving as a special assistant to First Lady Nancy Reagan in the 1980s. After serving under the Reagan administration, White became the director of private lands and the environment for the National Cattlemen's Association (now known as the National Cattlemen's Beef Association) in Washington, D.C.[1][5] The association represents cattle ranchers in government and seeks to influence legislation and policy.[5]

Texas nonprofit organizations

After her tenure in Washington, D.C., White went to Texas and served as the director of the Ranching Heritage Association (RHA). The RHA seeks to preserve ranching history and tradition in the state.[6][1] Shortly thereafter, White served on the Texas Economic Development Commission, which is an Austin-based economic growth nonprofit organization.[7][1] She also served as the commissioner of the Texas Strategic Economic Development Planning Commission.[1]

White joined the Texas Public Policy Foundation in 2008, where she serves as a distinguished senior fellow-in-residence and as the director of the Armstrong Center for Energy and the Environment.[1] The Texas Public Policy Foundation is a conservative 501(c)(3) nonprofit organization.[2]

Texas state commissions and boards

She was appointed by then-Governor of Texas George W. Bush (R) to the Texas Water Development Board. She served on the board until 2001.[1] The board's "mission is to provide leadership, information, education, and support for planning, financial assistance, and outreach for the conservation and responsible development of water for Texas."[8]

In 2001, Texas Governor Rick Perry (R) appointed White to the Texas Commission on Environmental Quality (TCEQ). She served as the commission's chairwoman and commissioner. She also served on the TCEQ's Environmental Flows Study Commission. She was on the TCEQ for six years. She oversaw the regulation of air quality, water quality, water rights and utilities, storage and disposal of waste in the state.[1][9]

Boards and associations

White's experience includes serving as a member of the Texas and Southwestern Cattleraisers Association as well as the Texas Hereford Association and the American Hereford Association.[1] She has also served on the board of the Texas Wildlife Association and the National Cattlemen's Legal Defense Fund.[1]
