Kathy Hoyt (Vermont)
Kathleen "Kathy" Clark Hoyt is a former Democratic member of the Vermont House of Representatives, representing Windsor-Orange-2 from her appointment on September 18, 2013, to 2015. She was appointed to the chamber to fill the vacancy left by Margaret Cheney (D), who was appointed to serve on the Vermont Public Service Board.[1][2][3] Hoyt did not opt to run for a full term in 2014.
Biography
Hoyt worked as the Commissioner of Employment and Training, the Planning Director for the Vermont Human Services Agency, and Vermont Governor Madeleine Kunin's and Governor Howard Dean's Chief of Staff, and Secretary of the Agency of Administration. She also sat on a Blue Ribbon Tax Structure Commission created by the Vermont State Legislature in 2009.[1]

Outside advocacy for Hoyt
Soon after Hoyt's appointment to the legislature in 2013, the Campaign for Vermont released a statement urging State Speaker of the House Shap Smith (D) to appoint Hoyt to the Ways and Means Committee. Citing her experience and past work with tax reform, the Campaign for Vermont argued that Hoyt would be particularly beneficial on this committee.[4][5]

Hoyt had a husband, former state representative and public administrator Norris "Norrie" Hoyt, who died on August 4, 2013. Hoyt has two sons, Mike and Chris.[6][7]
