Three seats on the Katy Independent School District board were up for general election on May 10, 2014. In the Position 3 race, newcomer Ashley Vann triumphed over incumbent Bill Proctor. Courtney Doyle won Position 4 over incumbent Terry Huckaby and fellow challenger Jennifer Camero. In the Position 5 race, incumbent Henry Dibrell defeated challenger Cyndi Lawrence.[1]

Katy Independent School District is located in Katy, Texas and serves the counties of Harris, Fort Bend and Waller. Harris County was home to 4,092,459 residents in 2014, according to the United States Census Bureau.[2]

Demographics

Harris County overperformed in comparison to the rest of Texas in terms of higher education achievement in 2012. The United States Census Bureau found that 28.1 percent of Harris County residents aged 25 years and older had attained a bachelor's degree compared to 26.3 percent for Texas as a whole. The median household income in Harris County was $53,160 compared to $51,563 for the state of Texas. The poverty rate in Harris County was 17.9 percent compared to 17.4 percent for the entire state.[2]

Voter and candidate information

The Katy Board of Trustees consists of seven members elected to three-year terms. Each member is elected to a specific position but represents the entire district. There was no primary election and a general election took place on May 10, 2014 for three seats. Two seats were up for election in May 2015.[4]

A member of the board must be 18 years old, a U.S. citizen and a resident of the district. An individual seeking office must be a resident of the state for 12 months and a resident of the district for six months, prior to the last date on which the candidate could file to be listed on the ballot.[5]

Issues in the district

2013 bond proposal

In the November 2013 election, Katy ISD voters turned down a $128.5 million bond proposal aimed at building a new stadium, agriculture facility and science center, with a vote of 9,011 against and 7,458 for the bond issue. No tax increase was planned with the proposal. According to George Scott, an education advocate and bond critic, the defeat shows that "Katy ISD administration and school board have become institutionally arrogant" and that "they lost sight of the fact that people in the community are dedicated to public education but also care about spending money wisely."[7]
