Schuster has worked for the Anchorage School District since 1998. She has worked as a special education teacher, supervising teacher and department chair. She obtained her bachelor's degree from the University of Alaska Anchorage. Schuster also owns and operates Air Taxi Service & Remote Camp Services.[1]

Two of seven seats on the Anchorage School District school board in Alaska were up for at-large general election on April 4, 2017. The Seat C and Seat D incumbents did not file to run for re-election. Dave Donley defeated four candidates to win the race for Seat C: Tasha Hotch, Alsiha Hilde, James Smallwood Jr., and Christopher Jamison. In the race for Seat D, Andy Holleman defeated Kay Schuster and Albert Berke. Holleman and Schuster were separated by fifty-five votes.[2]

Two of the seven seats on the Anchorage School District school board were up for general election on April 5, 2016. While members of the board are elected at large, they run for specified seats. Incumbent Bettye Davis faced challenger Brent Hughes for Seat A. Seat B incumbent Eric Croft did not file to run for re-election. Challengers David Nees, Starr Marsett, and Kay Schuster competed for Croft's seat. Davis defeated Hughes for Seat A, and Marsett won out for Seat B.[3][4]
