Kecia Evans was born in Asbury Park, New Jersey. Evans earned a bachelor's degree from the University of Maryland Global College in 2015, a graduate degree from the University of Maryland Global College in 2018, and a graduate degree from Regent School of Law in 2020.[1]

Kecia S. Evans is married with four children. She was born in New Jersey. She graduated from Garfield Senior High School in Woodbridge in 1996 .Currently she resides in Stafford, Virginia . She holds a bachelor’s degree in Criminal Justice, a master’s degree in Cybersecurity/Digital Forensics and a master’s in law degree in National Security Law from Regent School of Law. Mrs. Evans is a small business owner which provide notarial services to mortgage lenders and title companies. Her passion is criminal justice. She has more than 22 years of experience in criminal justice, 16 of those years working for an agency that provides exceptional advocacy and quality legal representation to indigent adults and juveniles. Currently, she serves as the Secretary for the Stafford County Board of Zoning Appeals. Served for three years as the chair of the Special Education Advisory Committee (SEAC) for the Stafford County School Board and is also the former chair and vice-chair of Stafford County's Parks and Recreation Committee. Until deciding to run for office Mrs. Evans was the chair for the Legal Redress and Criminal Justice Committee for the NAACP Stafford Branch.
