Keith Baynes
Keith Andrew Baynes was a judge on the Second Circuit Court for Cecil County in Maryland.[1] He was appointed by Gov. Martin O'Malley (D) on December 29, 2010, to fill the vacancy created by the death of Judge Richard Eli Jackson.[2] Baynes served as a judge on the court from January 21, 2011 until stepping down on April 15, 2023. He was replaced as administrative judge by Judge Brenda A. Sexton. [3] Baynes served as the circuit administrative judge for the Second Circuit from October 2, 2017 until stepping down.[4] In November 2012, he was re-elected to a fifteen-year term.[5][6]
Education
Baynes received his undergraduate degree in political science from St. Vincents College in 1976 and his J.D. from the University of Baltimore School of Law in 1979.[5]

2012 election
Baynes ran unopposed for his appointed seat on the Second Circuit Court.[7] He was successful in his bid, receiving 50.7% of the vote; the two judges with the highest vote percentages were elected in the race.[8][9]
