Keith Gilkes is a Wisconsin political operative who was the head of Gov. Scott Walker's (R) Unintimidated PAC. Gilkes ran Walker's 2012 recall campaign and his 2010 gubernatorial campaign. He also worked as a consultant on Walker's successful 2014 re-election campaign. He served as Walker's chief of staff after Walker was elected Governor of Wisconsin in 2010.[1]

Two John Doe investigations, beginning in 2010 and ending in 2015, were launched by Milwaukee County District Attorney John Chisholm (D) into the activities of staff and associates of Gov. Scott Walker (R).[2] Gilkes, in his role as Walker's campaign manager and chief of staff, was one of the targets of the second of the John Doe investigations related to Scott Walker. On August 10, 2012, Milwaukee County DA John Chisholm (D) asked for the second John Doe investigation based on the theory that the Walker campaign had coordinated with 501(c)(4) social welfare groups making independent expenditures during the recall elections.[3][4] Gilkes was never charged with any wrongdoing related to the investigation.[5] Shortly after, the five county John Does were merged into one.[6]
