Biography

Keith Kennedy was born in Greeley, Colorado. He earned a high school diploma from Highland High School, an associate degree from Northeastern Junior College in 1979, a bachelor's degree from the University of Wyoming in 2002, and a graduate degree from Kansas State University in 2005. His career experience includes working as a consultant, farmer and stockman, volunteer firefighter and EMT, fire science trainer, and small business owner. Kennedy has been affiliated with the St Paul's Newman Center and Wyoming Capitol Club. As of his 2024 campaign, Kennedy was a certified Rocky Mountain crop advisor.[1]

I was born and raised on an irrigated farm/ranch in northern Colorado and ran that operation for 15 years after finishing junior college. Then I bought a vegetation control business based in eastern Laramie County and operated it for 10 years; during which I returned to University of Wyoming, earning my B.S. in Agricultural Business. As part of that degree, I worked in the Governor’s office. Following that I had begun working on my Master of Agribusiness degree at Kansas State University, and began lobbying at the Wyoming Legislature. I successfully finished my master’s degree in 2005. Over the years, this business has grown and most recently represented four different agriculture trade groups. Jeanne is my wife of 15 years, together we have 3 children and 4 grandchildren. We live on an acreage north of Laramie, where we have livestock, pets, and a large garden. We are active in our local church, St. Paul’s Newman Center. I've also been a volunteer firefighter and EMT for 17 years, and taught fire science & EMS to other local departments. I have also served on the Albany County Planning and Zoning Commission for six years. Being trained in EH&S auditing, I'm familiar with the burden regulation place on business. My background as a small business owner and training in economics are assets, as is my familiarity with the legislative process. I believe Wyoming is one of the last great places on earth, and it will take concerted effort for it to remain so.
  • I stand for school choice and parental rights.
  • I will work to create permanent property tax reform, and oppose any effort to institute a state income tax.
  • I will serve to protect all of our rights as granted by nature's God and listed in the Bill of Rights and the Wyoming Constitution.
First education; if parents do not have the right to full control over what their children are taught, we have failed both parents and children. Second our fiscal policies should minimize the tax burden on all taxpayers, and provide a level playing field. We should also seek to lessen Wyoming's dependence on federal funding, NOT because we don't pay our share of federal taxes, but BECAUSE our federal government is now incurring $1 TRILLION in new debt every 100 days, and the interest bill in June was $140 BILLION. This gravy train will end. Finally, I will defend life from conception to natural death.
There are two writings by F A Hayek that have shaped my political philosophy, first the book "The Road to Serfdom" and secondly his article in the American Economic Review "The Use of Knowledge in Society"
That of being a statesman, i.e. they act in accordance with their moral compass, within the limits placed on their actions by their oath of office, and honors promises made.
a) Representing their district: State senators serve as the voice of their constituents, attending legislative sessions, and making decisions on legislation that affects the state and their district.

b) Drafting and voting on legislation: State senators draft, propose, and vote on bills and resolutions that address a wide range of issues, including education, healthcare, transportation, and natural resources.
c) Committee work: State senators serve on committees, both during the session, and the interim (between sessions), which review and evaluate proposed legislation, hold hearings, and make recommendations to the full chamber.
d) Budget and appropriations: State senators have a role in setting the state's budget, deciding how to allocate funds, and appropriating money for various programs and services.
e) Oversight and investigation: State senators oversee state agencies, departments, and programs, and receive regular reports from these entities to ensure their effectiveness and efficiency.
f) Constituent services: State senators help constituents with state-related issues, such as navigating government agencies, obtaining information, or resolving problems.
g) Community involvement: State senators engage with their constituents through town hall meetings, community events, and other public appearances, staying informed about local concerns and needs.

h) Legislative leadership: State senators may hold leadership positions within the chamber, such as serving as president, floor leaders, vice president, or committee chairs, and play a key role in setting the legislative agenda.
My first job was on the family farm, I was doing the evening feeding of calves when I was eight years of age. That continued through high school, and at many points thereafter.
Continuing to be one of the most important energy providing states.
It is vital to build relationships with other legislators. This should be a given, taken the detail of work that is undertaken in committees, during sessions and during interim work. Other legislators can provide deep insight into positives and negatives of a given bill, as well as areas in a given bill where changes are necessary.
