Kogachi's professional experience includes working as an administrator at the State of Hawaii Department of Accounting and General Services. He earned a master's degree from The University of Hawaii at Manoa in 1981.[1]

I am a life long resident of Hawaii. My education was in the public school system that includes a masters and bachelors degrees in business from the University of Hawaii at Manoa. My wife and I have resided in Hawaii Kai since 2002 and we have two daughters completing their medical residencies on the mainland. My professional experience has been in financial matters which has included:

>nearly 20 years as a practicing CPA with an international public accounting firm rising to the level of partner; >over 10 years with a locally owned insurance company and its affiliates serving in various management capacities including audit, investments and treasury and ; >over 3 years with the state's accounting and general services department serving in administrator roles in audit and public works.

My community activities have included participation in community projects with a local community organization and as a volunteer tax preparer preparing tax returns for seniors at no charge.
  • Relevant and needed experience in financial matters to contribute to solutions to the financial and budget problems facing the state.
  • Recovery of our economy after we have control over the spread of the COVID-19 virus.
  • Addressing key priorities while still maintaining basic government services as our economy recovers from the COVID-19 pandemic.
My areas of focus would be:

>Economic recovery that includes maintaining basic government services with a priority on health and safety programs including keeping our schools open at least for distance learning while minimizing layoffs of our public workers including teachers as I believe deep cuts will prolong our economic recovery and finally, ensure the development of a diversification program to diversify our tourist based economy;
>Affordable housing and the high cost of living must be addressed as the largest component of the cost of living is housing costs whether rent or mortgage followed by other costs components such as food, energy/utilities, transportation and taxes. These issues must be addressed or we face continued out migration of our children, grandchildren and retirees as they seek lower cost alternatives on the mainland or worse, add to the homeless population;

>Other priorities include crime, especially crimes committed against our kupuna, homelessness and environmental issues such as the damage from rising sea levels due to global warming.
I believe empathy is a key characteristic to be able to understand the problems and issues facing our voters.
At the end of the day, a legislator's duties include ensuring that the issues and problems facing the district in which he or she represents are addressed in the Legislature if a new or amended law is required to address the issue or by the Executive branch if current laws and regulations are already in place to address or handle such issue or problem.
I do not believe this is necessary. Life experiences outside of government or politics is more relevant to understanding the needs and problems facing our voters.
Economic recovery from the pandemic that includes diversifying our tourist based economy.
There will always be conflict which can be healthy to ensure that all options and ideas are considered that results in the optimum solution whether in the form of policy or a law.
Relationships with other legislators is needed to ensure an understanding of the positions or issues as part of the legislative process. Such understanding should facilitate the legislative process.
My background is in financial matters and I would request to be part of the committee dealing with the budget and other financial matters. I am also interested in environmental issues and our education system.
