Biography

Kelly Bowles earned a bachelor's degree from the University of Louisville in women and gender studies and political science. She earned her law degree from the University of Maryland and passed the Kentucky bar in 2012. She also earned a master's degree in library media education. Her career experience includes working as a JCPS teacher, librarian, and attorney. Her law practice handles personal injury, medical malpractice, and employment discrimination litigation. As of her 2022 campaign, Bowles was a JCTA union member and served on the alumnae board of her high school, Presentation Academy.[1]

Kelly Bowles graduated from University of Louisville with a BA in Women and Gender Studies and Political Science. She went on to get her J.D. from University of Maryland and passed the Kentucky bar in 2012. Kelly then went on to practice in medical malpractice, personal injury, and employment discrimination. Kelly returned to school and received her M.S. in Library Media Education. Kelly is a current JCPS teacher, librarian, attorney, wife, and mother of three children.

Kelly has received endorsements from UAW, Teamsters 89 and 783, and Better Schools Kentucky. She hopes to bring much needed bail reform, a new homeless speciality court, as well as empathy and compassion to the bench. Kelly is a proud JCTA union member, serves on the alumnae board of her high school, Presentation Academy, and LGBTQ+ community member.

People who come before her in District Court should expect a respectful, fair judge, who treats all those before her with dignity and compassion.
  • Bail Reform - Our bail system is broken and needs to be reworked. Kentucky needs to move to the federal model of detain, release, or release with conditions. Incarceration should not become a debtor's prison and should be reserved to those who are dangerous to our community.
  • Speciality Courts - Our speciality courts need to be utilized to the utmost extent possible. People who come before the court with mental illness or addition should have an opportunity to address those issues before being sent through the criminal justice system. These courts should be expanded to include a Homeless court. Additionally, service on these courts is optional and voluntary. Kelly intends to serve on as many of these courts as possible, as she wants to be of service to her community.
  • Full-time Court - The District Court is still operating under a part-time schedule, as all other public service venues are open full-time, so should the court. In fact, the Court is such an essential piece of our justice system, it never should have been limited to part-time, even during the pandemic
Kelly is a passionate social justice advocate with public interest law leading her to the top public service law school in the country. Kelly was a Rose Zetzer Fellow and graduated Magna Cum Laude from University of Maryland, which is in the top 50 law schools in the United States. Kelly believes the Louisville community would be best served with an eye for equity and fairness, focusing on racial justice and understanding the impact the social divide of poverty has on the Louisville community. Kelly understands that Louisville's population is forever changing and knows that the judicial system needs to keep up with those changes, i.e. over 65 heritage languages are spoken at Kelly's elementary school. Kelly intends to continue the push for transparency in the court system, as well as a greater demeanor of respect and congeniality.
