Kelly Mitchell
Kelly Mitchell (Republican Party) was the Indiana Treasurer. She assumed office on November 18, 2014. She left office on January 1, 2023.
Mitchell (Republican Party) ran for election to the U.S. House to represent Indiana's 5th Congressional District. She lost in the Republican primary on June 2, 2020.
Mitchell was unable to run for re-election in 2022 due to term limits.

Political career
Indiana Treasurer (2014-2023)
Mitchell was sworn in as Indiana state treasurer on November 18, 2014, relieving interim treasurer Daniel Huge. Huge had been filling in for former-treasurer Richard Mourdock since August 2014, when Mourdock resigned to pursue professional opportunities.[2] Mitchell was re-elected to the office on November 6, 2018.

2014
Mitchell ran for election to the office of Indiana Treasurer in 2014. She won the Republican nomination at the primary convention in June 2014 and faced Democrat Mike Boland and Libertarian Mike Jasper in the general election.[3] The general election took place on November 4, 2014.

What would be your top three priorities, if elected?
Since my election, I have earned well over $180 million dollars in invested income. Last year, I earned our local government pool participants six million dollars in invested income. I will continue to bring a fiscally conservative approach to safe investing of taxpayer dollars. Specifically, I would like to expand Bond Bank programs to meet more needs of qualified entities, pursue a tax credit for Hoosiers saving with an ABLE account, and integrate Next Generation technology in E-911 services.
What areas of public policy are you personally passionate about?
My time in state and local government are the backbone of my passion for serving Hoosiers and protecting their tax dollars. Previously, I was the Director of TrustINdiana, Indiana's local government investment pool, where I learned the responsibilities of the Treasurer's office and traveled the state working closely with local fiscal officials. I am also formerly a Cass County Commissioner. The experience and knowledge that I have gained is crucial to the office of the State Treasurer.

Mitchell was an at-large delegate to the 2016 Republican National Convention from Indiana.
Delegate rules
In Indiana, district-level delegates were selected by congressional district committees, while at-large delegates were selected by the state committee. 2016 Indiana GOP bylaws required Indiana delegates to vote at the national convention for the candidate to whom they were allocated through the first round of voting, unless that candidate was not on the nominating ballot.

Delegate allocation
Indiana had 57 delegates at the 2016 Republican National Convention. Of this total, 27 were district-level delegates (three for each of the state's nine congressional districts) pledged to adhere to the results of the presidential preference primary in their respective congressional districts. Indiana's pledged Republican delegates were allocated on a winner-take-all basis; the candidate who received the greatest number of votes in a given district won all of that district's delegates.[4][5]
Of the remaining 30 delegates, 27 served at large. These delegates were allocated on a winner-take-all basis; the candidate who won the greatest share of the statewide vote in the primary was allocated all of the at-large delegates. In addition, three national party leaders (identified on the chart below as RNC delegates) served as bound delegates to the Republican National Convention. The RNC delegates were required to pledge their support to the winner of the state's primary.[4][5]
