Biography

Kelly Williams Maresca earned a bachelor's degree from Rider University in 2007 and a graduate degree from Clarion University in 2015. Her career experience includes being the founder and owner of Noble Territory. She previously worked as an Army civilian for the Department of Defense as an integrated logistics support manager, technical writer, and contracting officer.[1]

I have resided in Newark Delaware with my family for 11+ years. I am the mother of a fun-loving eight year old, and the wife of a law enforcement officer who leads a unit that recovers critically missing children.

As a Social Entrepreneur, I remain dedicated to developing, funding, and supporting solutions that directly address social and economic issues while having a positive impact on the community. My accomplishments in workforce development and advocacy have been formally recognized by Delaware Today Magazine as a Top Women in Business Honoree, and by the Delaware Business Times as a 40 Under 40 Honoree. 

Prior to establishing my own company, I worked for the Department of Defense as an Army civilian where I received several formal recognitions for judiciously executing my roles on multimillion dollar defense contracts. 

I now want to leverage my 15 years of experience in business, advocacy, and government service to produce tangible results that benefit all Delawareans. 

I currently serve as a Board Member at the Bear-Glasgow YMCA, Committee Member for the Delaware Democratic Party’s 26th Representative District, and Board Member of Gray Acres Maintenance Corporation. I also volunteer as a Youth Sports Coach at the YMCA, NCC Parks & Recreation, and MOT Youth Football League.

  • District 26 deserves to have a State Representative who will work for the people and across the aisle. It is time we put an end to partisan politics in District 26 so that our children can have a prosperous future.
  • I believe that healthcare is a human right — not a privilege. I recognize the importance of affordable and accessible healthcare, to include access to addiction and mental health services.
  • I believe that everyone should have the ability to send their children to high-quality public schools. A strong education is the building block for individual success, as well as the long-term success of the country.

Post Pandemic Recovery - The COVID-19 pandemic has had a devastating impact on our great state. Moving forward I feel that it is not only important to work towards paving a pathway out of the pandemic recession, but also to define a vision for the future.

Education - I believe that all Delawareans should have the ability to send their children to high-quality public schools. I also believe it is important that teachers and all education providers have access to the resources they need to be successful both in and out of the classroom.

Adoption - As an adoptee, I am very passionate about being an advocate for potential adoptive and foster families, birth parents, and adoptees. The average cost of adoption in the US is $43,000. I want to lead legislative measures that will take the profit out of adoption in Delaware.

Disability Community - As a caregiver for my mostly nonverbal Autistic brother, I remain deeply embedded within the disability community and committed to being a voice for those who may not have one.

Housing - In order to truly address housing affordability, I will advocate for a cohesive network of policies that promote innovative financial mechanisms to homeownership and efforts to increase affordable housing.

Criminal Justice Reform - A criminal record should never be a life sentence to poverty. I will actively work to break down barriers to opportunities for prior offenders and expand re-entry programming.
