Kemp Conrad
Kemp Conrad is a former member of the Memphis City Council in Tennessee, representing Super District 9. He was elected to the council in 2008.[1]
Biography
Conrad earned a B.A. in history from Rhodes College in 1996, going on to receive an MBA from Vanderbilt University in 2002. His professional experience includes working for a commercial advisory firm.

That’s why I proposed at our Feb. 7 meeting of the Memphis City Council an amendment to the city charter that would require city officials to create a disciplined, six-year operating and capital budget — a fiscal strategic plan. If approved by the City Council, Memphis’ citizens would vote in a referendum on whether this important fiscal discipline should be added to our charter. Unfortunately, a council vote on the charter amendment was delayed and the administration opposed it."

2015
The city of Memphis, Tennessee, held elections for mayor and city council on October 8, 2015. Because this race could not move to a runoff, the candidate with the most votes was declared the winner, regardless of whether he or she won a majority.[3] The filing deadline for candidates who wished to run in this election was July 17, 2015.[4] In the District 9 Position 1 race, incumbent Kemp Conrad defeated Charley Burch and Robin A. Spielberger in the general election on October 8, 2015.[5]
