Rep. Horn graduated from Concordia University with a bachelor's degree in criminal justice. Horn is a first-generation American who is married to wife, Veronica. They have two children.

Horn won re-election to the District 94 seat in 2010. He had no primary opposition. He defeated Vince Mosca (D) in the general election on November 2, 2010.[1][2]
