Race decided by coin toss
After a recount, it was found that Howard and Robert B. Baca both received exactly 2,879 votes in the primary election. According to New Mexico state law, ties are to be decided by lot. On July 8, the winner was determined by a coin toss in a courthouse in Gallup, New Mexico. Howard won the toss, and therefore secured the magistrate position since there were no Republican candidates.[5]
