The Kentucky Governor's Pardoning Power Amendment was not on the ballot in Kentucky as a legislatively referred constitutional amendment on November 3, 2020.[1]
The proposed amendment would have not allowed the governor to pardon anyone 30 days prior to a gubernatorial election and through the end of his or her term.[2]

To put a legislatively referred constitutional amendment before voters, a 60 percent supermajority vote is required in both the Kentucky State Senate and the Kentucky House of Representatives.
This amendment was introduced as Senate Bill 58 on January 7, 2020. On February 26, 2020, the state Senate passed SB 58 in a vote of 33-4, with one excused. All 29 Republicans in the state Senate approved the bill. Four Democrats voted for it, four voted against it, and one was excused. SB 58 did not receive a vote by the Kentucky House of Representatives before the legislature adjourned on April 15, 2020.[1]
