The Kentucky School Finance Amendment did not make the 2012 ballot in the state of Kentucky as a legislatively referred constitutional amendment. The measure would have removde the Kentucky Supreme Court from disputes concerning school financing by changing the Kentucky Constitution to give the final say to the state legislature. The proposal's formal title was House Concurrent Resolution 5010.[1]
Path to the ballot
If 60% of the membership of each chamber of the Kentucky General Assembly approves, a proposed amendment goes on the ballot at the next general election during which members of the state legislature are up for election. The Assembly adjourned for 2011 session without the measure be sent to the ballot.
