The Maryland Court of Special Appeals became the Appellate Court of Maryland, following a 2022 constitutional amendment that changed the court's name.[5]
Biography
Arthur received his B.A. in philosophy from the University of Maryland in 1982 and his J.D. from the University of Maryland School of Law in 1987.[2]
