Biography
Kevin Hammond earned a bachelor's degree in criminal justice from the University of Central Oklahoma in 2005 and a master's degree in business and organizational security management from Webster University in 2007. His career experience includes working in loss prevention management, law enforcement management, and security management. Hammond's organizational affiliations include the Law Enforcement Action Partnership, ASIS International, Oklahoma City, Oklahoma Association of School Resource Officers, and the University of Central Oklahoma Criminal Justice Club.[1]

What would be your top three priorities, if elected?
Community Relations Programs that rely on feedback from the community, positive contacts with community members, transparency, and ensuring access to Sheriff's Office services for all people, in all areas of the county, are the foundation for progressive policing. Training Effective training requirements and supporting policies in areas such as fair and impartial policing, de-escalation techniques, responding to people experiencing a mental health crisis or intellectual disability, and rendering first aid after a use of force are a necessity in modern policing. Reform Fact-based methods and collaborative reviews have laid the groundwork for positive criminal justice reforms. Reforms focusing on the rights of citizens, including restricting civil asset forfeiture, use of force reform, divesting from police militarization, and analyzing our data, are needed to move our county forward.
What areas of public policy are you personally passionate about?
Divesting from Police Militarization Taxpayer funds should be used toward equipment and programs that are supported by the people of the county and are required due to a demonstrated need. Preliminary studies show that police demilitarization may make communities safer by increasing community trust, and lessening the military mindset in agencies. Demilitarization also frees up funds for training and community projects. Restricting Civil Asset Forfeiture Oklahoma laws on civil asset forfeiture offer some of the least protections for citizens in the nation. Agency policy can raise the bar on the use of civil asset forfeiture, which will hold the Sheriff's Office to a higher standard than state law requires.
