McCarty's website highlighted the following campaign themes:[11]
Provide Universal Preschool/Prekindergarten
- Excerpt: "The best investment we can make is in the early education of our children. Study after study shows that intellectual and socialization developments of early education result in better education outcomes, increased graduation rates, and lower incarceration rates."
Increase funding for K-12 Schools
- Excerpt: "No area of the budget was hurt more during the Great Recession than school funding. California is now at the bottom in school funding when compared with other states. Temporary revenues from the voter approved Proposition 30 helped avoid deeper cuts, but now is the time to reinvest in our schools and give our students the strongest education possible."
Improve Access to Higher Education
- Excerpt: "We need to increase enrollment and make higher education more affordable for lower and middle income Californians. "
Increase the Minimum Wage
- Excerpt: "The minimum wage increases scheduled to take effect are a good start, but more needs to be done. Too many hard working, full time workers live in poverty because the minimum wage is so low."
Use Cap-and-Trade dollars to combat climate change and grow clean energy jobs
- Excerpt: "These efforts are doing well locally and cities across California—but these efforts could dramatically flourish statewide with rebates for consumers. This effort would create more middle class jobs, lower energy bills, and adhere to Prop 32 by lowering our carbon footprint."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
Click here for an overview of legislative scorecards in all 50 states. To contribute to the list of California scorecards, email suggestions to editor@ballotpedia.org.
