Biography

Kevin Oliver was born in Riverside, California. He served in the U.S. Navy from 1981 to 1984. He earned a high school diploma from Dos Pueblos Sr. High School. His career experience includes working as a business owner, real estate broker, investor, planning commissioner and civil service commissioner. He has been affiliated with Bakersfield Police Activities League, Rotary International, and the Salvation Army.[1]

I’m Kevin Oliver, a business owner, real estate broker, investor, and longtime community advocate here in Bakersfield. My journey began in US Navy Intelligence, where I served from 1981 to 1984 aboard the USS Kitty Hawk, and later in FICPAC. After my service, I built a successful real estate career, founding REI Group LLC, where I’ve overseen more than 1,000 property transactions and mentored hundreds of investors.

As someone deeply invested in our community’s future, I’m also a Kern County Planning Commissioner and a proud board member of the Bakersfield Police Activities League and Rotary International. These roles have given me firsthand insight into the issues we face as a city, from economic growth and public safety to homelessness and infrastructure needs.

I was raised by a single father who was a law enforcement officer, which instilled in me a strong sense of service and accountability. I’m also proud to be a father and grandfather, and my wife Cindy and I have devoted much of our lives to our family and our community.

I’m running for Bakersfield City Council because I believe in the future of our city. I want to ensure that we prioritize public safety, streamline the planning and permitting process to attract business, and address homelessness effectively and humanely. With a focus on fiscal responsibility and creating opportunities for all, I believe we can build a Bakersfield where everyone prospers.
  • Public Safety and Community Well-being: Ensuring our neighborhoods are safe is a top priority. I’m committed to supporting our law enforcement agencies, reducing business crime, and increasing security throughout the city. By investing in public safety and building stronger partnerships between the community and police, we can create safer streets and a better quality of life for everyone in Bakersfield.
  • Addressing Homelessness with Compassion and Accountability: Homelessness is one of the most pressing challenges facing Bakersfield today. I believe in a balanced approach that combines compassionate outreach with firm enforcement of public camping and sleeping laws. We need to expand access to supportive housing, mental health services, and addiction treatment while ensuring that our public spaces remain safe and accessible for everyone. I will work to find real solutions that address the root causes of homelessness, while also enforcing laws to protect our community’s quality of life.
  • Economic Growth and Opportunity: I’m focused on fostering a business-friendly environment that attracts new industries and supports local entrepreneurs. Streamlining the planning and permitting process is crucial to driving economic growth, creating jobs, and making Bakersfield a hub for opportunity. I’ll work to ensure that our city’s policies encourage development, innovation, and prosperity for all residents.
I’m passionate about several key areas of public policy that directly impact the quality of life for our community here in Bakersfield:

1. Public Safety: As someone raised in a law enforcement family, public safety is deeply personal to me.

2. Homelessness and Housing: Homelessness is one of the toughest challenges we face, and I’m dedicated to finding balanced solutions that work.

3. Economic Development: As a business owner, I’m passionate about policies that drive economic growth and create opportunities for all.

These are the areas where I feel I can make the most impact, and I’m committed to advancing policies that improve safety, strengthen our economy, and address homelessness in a meaningful way.
I look up to my father, who raised me as a single father while serving as a law enforcement officer. He instilled in me a strong sense of duty, integrity, and service to others. His example of working hard, doing what’s right, and always putting family and community first has had a profound impact on my life. Despite the challenges of being a single parent, he taught me the values of honesty, accountability, and the importance of giving back. I strive to follow his example in everything I do—whether in my personal life, my career, or my role in public service. His dedication to serving others with integrity is a model I carry with me every day.
In addition to "The Servant" by James C. Hunter", I’d also recommend "Winning" by Jack Welch", the former CEO of General Electric. Jack Welch’s approach to leadership and business, particularly his emphasis on transparency, accountability, and cultivating a winning mindset, has had a significant influence on my own thinking. Welch focuses on driving success through clear communication, strategic thinking, and relentless execution—principles that I believe are crucial in both business and public service. Together, these books reflect my belief in servant leadership while also highlighting the importance of efficiency, accountability, and results-driven action.
As a candidate and someone who has spent years in leadership roles, I believe the most important characteristics for an elected official are integrity, accountability, and a strong sense of service.

1. Integrity: An elected official must always act with honesty and transparency. The decisions we make impact real people, so it’s critical that those decisions are guided by ethical principles and a genuine commitment to serving the public good—not personal or political gain. Integrity fosters trust, and trust is the foundation of good leadership.

2. Accountability: Elected officials are stewards of the public’s trust and resources. That means being accountable for every action and decision. I believe in being open with the community, owning up to mistakes, and ensuring that taxpayer dollars are used wisely and effectively. Accountability means keeping your promises and always putting the interests of the people first.

3. Service-Oriented Leadership: At the heart of public office is a duty to serve. It’s essential to listen to the concerns of the community, understand their needs, and work tirelessly to represent their best interests. Leadership isn’t about wielding power; it’s about making positive change and improving the lives of those you represent.

These principles guide my campaign and will continue to guide me in office. I believe that with integrity, accountability, and a dedication to service, we can lead Bakersfield to a brighter and more prosperous future.
I believe the qualities that will make me a successful officeholder are integrity, leadership experience, and a strong commitment to service.

1. Integrity: I have always prided myself on being honest and transparent in everything I do. I believe that trust is the foundation of effective leadership, and I will always act in the best interest of the community, holding myself accountable to the people I serve.

2. Leadership Experience: With decades of experience as a business owner, real estate broker, and community advocate, I’ve developed the skills to lead, solve complex problems, and bring people together to get things done. My time in these roles has taught me the importance of strategic thinking and collaboration, which are key to making a real impact in public office.

3. Commitment to Service: Having been raised by a single father in law enforcement, service has always been a core value for me. Whether it’s through my work with the Bakersfield Police Activities League, Rotary International, or as a Kern County Planning Commissioner, I’ve always been driven by a deep desire to give back to my community. This commitment to serving others is what motivates me to run for office and work toward creating a better future for Bakersfield.

These qualities—integrity, leadership, and service—are at the heart of everything I do, and I believe they will guide me as a successful officeholder.
The core responsibilities for someone elected to this office are representing the community’s interests, ensuring effective governance, and being a responsible steward of public resources.

1. Representing the Community’s Interests: It’s essential to listen to the concerns and needs of the people I serve, advocating for policies that reflect their priorities. Being an effective voice for residents means staying connected to the community and actively engaging with their issues.

2. Ensuring Effective Governance: An elected official must ensure that city government operates efficiently, making sure that services like public safety, infrastructure, and economic development are effectively managed. This involves working with colleagues, city staff, and other stakeholders to create solutions that improve the quality of life for everyone.

3. Stewardship of Public Resources: One of the most important responsibilities is managing taxpayer dollars wisely. This means being fiscally responsible, ensuring transparency in how funds are used, and making sure the city’s budget aligns with the needs and priorities of the community.

These responsibilities form the foundation of my commitment to serving Bakersfield.
I want to leave a legacy of service, positive change, and community impact. I hope to be remembered as someone who made a tangible difference in the lives of the people in Bakersfield—someone who led with integrity, fought for public safety, economic growth, and worked tirelessly to address homelessness with compassion and accountability.

I want my legacy to reflect the idea that leadership is about service, not power. I hope that through my efforts, I can help build a city where families feel safe, businesses thrive, and the community takes pride in how we care for one another. If I can inspire others to give back, get involved, and continue building on the progress we’ve made, then I will have left the kind of lasting impact that truly matters.
The first historical event I vividly remember was the moon landing in 1969. I was about 7 years old at the time. It was such a monumental moment, and even at that young age, I could sense how significant it was for the world. I remember watching the broadcast with my family, and there was this incredible sense of awe and excitement. Seeing humans take that giant leap onto the moon left a lasting impression on me about the power of exploration, innovation, and what can be accomplished when we push the boundaries of what’s possible.
My very first job was working as a dishwasher at a local restaurant when I was a teenager. I had the job for about a year. It was hard work, but it taught me the value of discipline, responsibility, and the importance of starting from the ground up. That experience gave me an early understanding of what it means to work hard, and it helped shape my strong work ethic that’s stayed with me throughout my career. From those humble beginnings, I’ve carried those lessons forward into every job and leadership role I’ve taken on since.
My favorite book is "The Slight Edge" by Jeff Olson. This book has had a profound impact on how I view success and personal growth. It emphasizes the power of making small, consistent decisions that compound over time to create significant results. What I love about it is that it highlights the idea that success isn't about one big moment but about the everyday choices we make. It’s a philosophy that I try to apply in both my personal life and professional career, focusing on steady progress and continuous improvement.
If I could be any fictional character, I’d choose Captain Jean-Luc Picard from Star Trek. As someone who’s always been a Star Trek fan, I’ve admired Picard’s leadership style, integrity, and calm in the face of adversity. He navigates complex situations with wisdom and diplomacy, always prioritizing what’s right and inspiring his crew to do the same. Plus, the idea of exploring new frontiers and uniting people across differences is something that resonates with me, both in leadership and in life.
The last song that got stuck in my head was "More Than My Hometown" by Morgan Wallen. It's one of those songs that sticks with you because of its heartfelt message about love and loyalty to where you come from. The lyrics remind me of the deep connection I feel to Bakersfield and how important it is to stay true to your roots. It’s a song that resonates with me personally, and once it starts playing in my head, it’s hard to shake.
One of the biggest struggles in my life was being raised by a single father in a law enforcement family. I was a latchkey child, which meant that I had to take care of myself in many ways from a young age. While my father worked long hours and made sacrifices to provide for me, there were challenges that came with growing up quickly and having to be self-reliant. Those experiences taught me resilience, independence, and a strong work ethic. Despite the hardships, it also instilled in me a deep sense of responsibility and empathy for others, shaping who I am today and fueling my commitment to service and community.
I’m not a big joke teller, but I do have a good "Dad" joke for you:

I’m proud to have received endorsements from a number of respected individuals and organizations in our community. These include leaders like Sheriff Donny Youngblood, Richard Middlebrook, Dan Shanyfelt, Raji Brar, Rick Jhaj, Kevin Burton, as well as key organizations such as the Bakersfield Police Officers Association (BPOA), the Kern Law Enforcement Association (KLEA), the Peace Officers Research Association of California (PORAC), and the Teamsters Joint Council 7. Their backing reflects a shared commitment to making Bakersfield safer and stronger. These endorsements demonstrate the trust and confidence people have in my ability to lead and create positive change for our city.
I believe financial transparency and government accountability are absolutely essential to maintaining public trust and ensuring effective governance. As an elected official, it’s critical that every dollar spent is fully accounted for, and that the public has a clear understanding of where their tax money is going. I’m committed to ensuring that city budgets are transparent and easily accessible to the public so that people can see how their resources are being used to benefit the community.

Government accountability goes hand in hand with transparency. Elected officials must be held to the highest standards and be accountable for their decisions. That means being open about the rationale behind policy choices, listening to constituents, and always prioritizing the public interest over personal or political gain. I believe in fostering a culture of integrity within government, where officials are responsible stewards of public resources and where there is no tolerance for misuse of funds or unethical behavior. These principles guide my approach and will remain central to my service if elected.
