I joined City Council in 2023 after leading the Beaverton Downtown Association, serving on Planning Commission, and being a board member of the Central Beaverton Neighborhood Association Committee.
I have a Bachelor's of Public Policy and a Master of Public Administration, both from the University of North Carolina at Chapel Hill. My education and career have been steeped in local government service and leadership.
I am a policy nerd and definitely very introverted despite how public-facing my work is. I like to ride my bicycle around Beaverton and hope to finish riding every street in the city within the next couple years.- My first priority is affordability. The City must continue to deliver the essential high-quality services that keep Beaverton affordable. Our residents depend on reliable clean water, safe streets, abundant and accessible housing, active libraries, trustworthy public safety, and more. We have made over $9M in annual budget reductions to keep costs affordable for Beaverton taxpayers, we have created reduced rate programs for qualifying low-income residents, and we have raised tens of millions of dollars from State and Federal sources for important infrastructure projects. Over my next term, I will continue to find ways to keep costs low and to leverage outside funding sources that help us deliver the services that Beaverton families need.
- My second priority is housing. Over the past several years, we have built or planned over 6,500 new homes and over 500 new regulated affordable housing units. We also opened Beaverton's first permanent houseless shelter at no cost to Beaverton taxpayers. We must continue increasing our housing supply and providing services that address housing insecurity. This means eliminating barriers to housing production, continuing funding houselessness outreach services, and delivering resources that keep people housed.
- My third priority is infrastructure. We are nearing completion on the two largest water infrastructure projects in the history of the city that will guarantee affordable access to reliable clean water for decades to come. We have also approved new street designs that will make Beaverton safer for kids and families to move with the expectation of safety and comfort. We will soon complete safer street designs that will apply throughout the whole city and that will be constructed over the next 20 years, and we will also have an increased focus on general street maintenance. Our focus on delivering high-quality infrastructure will give local families the confidence they need to call Beaverton home for years to come.
I also have endorsements from 9 community organizations in Beaverton. This includes workers, environmentalists, small businesses, and progressives.

Campaign website
Teater's campaign website stated the following:
Affordability
Affordability & High-Value Services
Our City government provides services more affordably than residents would otherwise receive. Your taxes ensure that you receive high-quality water at a fraction of the cost of store-bought water, that your garbage and recycling is collected efficiently and processed environmentally, and that your streets are safe and in good repair. Underinvesting in these services results in higher costs to our residents and businesses. Let's reduce that burden on all of us by sharing in it together. And when people need extra financial help, we have assistance programs that can help with that!
Housing
New Construction & long-term planning
We have made so much progress building housing in Beaverton, with over 350 new units of regulated affordable housing and more than 5,000 homes expected in the Cooper Mountain area. We even completed construction on the City's first ever permanent shelter, all at no cost to Beaverton taxpayers!
We approved and are implementing our Housing Production Strategy, which is making it easier to build housing of all kinds at various price levels throughout the city.
Infrastructure
Water & Transportation
We are nearing completion on the largest water infrastructure projects in the history of Beaverton. Our Willamette Water Supply Pipeline (WWSP) and North Transmission Line Intertie (NTLI) will ensure we have clean and reliable water for generations to come.
We are also continuing to enhance our streets with major projects like the Downtown Loop, Millikan Way, Denney Road improvement projects. We are doing all this while completing major long-term investment strategies that prioritize moving people affordably, sustainably, and safely.
