Candidate Connection

Kim Howard completed Ballotpedia's Candidate Connection survey in 2019. The survey questions appear in bold and are followed by Howard's responses.

What would be your top three priorities, if elected?

My top priority in the General Assembly will be to work with Governor Northam for the betterment of Virginia. I will ensure the education of our children will be a top priority. We need to hire the best and brightest and provide compensation commensurate for a world-class public education system. I will fight to protect the right for women to control their healthcare. Their health care choices should not be legislated, but be private between a woman and her physician. Lastly I believe sea-level rise and neighborhood flooding is not a partisan issue. We must aggressively address sea-level rise and mitigate neighborhood flooding if we want our cities to flourish.

What areas of public policy are you personally passionate about?

My first bill will be to restore state funding of local school systems to pre-recession levels. I have worked extensively on government budgets and policy. I was an instructor in the Navy and was responsible for significant portions of a training enterprise and am familiar with what it takes to provide curriculum and facilities that enhance learning.

Who do you look up to? Whose example would you like to follow, and why?

My father served 29 years in the Navy and has been an inspiration entire life.

What characteristics or principles are most important for an elected official?

Integrity

What qualities do you possess that you believe would make you a successful officeholder?

Percipience

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

I remember watching the Vietnam War POWs returning home and greeting them at the tarmac at NAS Millington when I was 6 years old.

What was your very first job? How long did you have it?

My first job was life guarding, a job I held for 7 summers.
