Biography

Kimberly Wagner was born in Logan, Utah. She earned a bachelor's degree from Brigham Young University in 1991. Wagner also earned a graduate degree from the UCLA in 1996 and a Ph.D. in 2002.[1]

I'm a descendant of Cache Valley farmers who grew up in North Ogden and has lived in Fruit Heights for roughly sixteen years. I'm a wife, mother of three teenagers, Utah native, volunteer, and active member of our community.

After graduating, summa cum laude, from BYU with degrees in English and Political Science, I worked for a U.S. Senator in Washington, D.C., for a couple of years. I then enrolled at UCLA, where I earned an M.A. in Political Science and a Ph.D. in Organizational Behavior and Human Resources.

I've taught as adjunct faculty, served on PTA boards and School Community Councils for many years, and volunteered for a nonprofit serving refugees. I've helped with fundraisers for charities and also with local political campaigns. Since almost the inception of the moderate United Utah Party, I've served as the party's Davis County Vice-Chair.
  • I will engage with all constituencies in seeking common ground and finding common-sense solutions.
  • I will work to counteract the outsized influence of entrenched politicians and of special-interest political contributors in Utah.
  • I will strengthen the underrepresented voices of moderates and women in the Utah legislature.
A handful of the issues I'm passionate about include the following:

- political reform (e.g., fair redistricting, campaign finance reform, an exploration of voting methods that promote sincere rather than strategic voting)

- responsible environmental stewardship, with a particular focus on conserving water and improving our air quality

- access to mental health care, especially for our youth

- affordable housing

- education, including funding public education adequately and suporting our teachers

I'm thorough, even-tempered, committed to civil dialogue, curious, comfortable with nuance, hard-working, and principled.
It's vital that members of the legislature listen to constituent concerns, research policy alternatives, value the perspectives of experts, avoid hyper-partisanship, treat others with respect, act with integrity, and look for common ground.
I believe the most effective legislators are those who have built relationships of mutual trust and respect with colleagues, regardless of party affiliation. Such relationships encourage collaboration, yielding better decisions than those based on strict party loyalty.
