I craft public strategy for landowners, utilities, and private companies in the policy areas of water/wastewater, land use, and rural economics. I specialize in policy issues at the urban-rural policy nexus, especially on water issues.
  • The distorted partisanship of our day keeps local communities from addressing local issues at the state policy level.
  • My goal is to make politics local again. The campaign will focus on property taxes, water quantity and quality, land use, and issues important to local businesses.
  • I hope to encourage neighbors to rise above the divisive politics of our time to address meaningful issues that impact our communities the most.
To empathize with people who hold different political views.
I worked at the Sad Monkey Railroad in Palo Duro Canyon. I held from 7th grade until my first year in college.

Kodi is a graduate of Canyon High School in the Texas Panhandle and Texas State University.

She founded the Sawin Group, specializing in public and government affairs for infrastructure and natural resource projects. Kodi is recognized for her knowledge and expertise in water issues in Texas. She works with utilities, landowners, and non-profits.

Her work affords her the opportunity to travel both the proverbial and literal road between red and blue Texas on a regular basis and has for some time. She looks forward to traversing the same well-worn paths to talk about issues important to her neighbors including water/wastewater, fixing the grid, and land use and transportation.
  • The divisive politics of our day keep us from listening to each other about the ideas we share and the paths we wish to traverse together. I hope to play a role in helping us all find better ways to communicate with each other and motivate our elected officials to represent us—instead of representing a distant political boss or partisan donor.
  • I am running for State Representative of Texas House District 19 as an Independent. I will focus on issues important to this Hill Country district: property taxes, water quantity and quality, land use, and other meaningful day-to-day issues, not partisan talking points.

  • Join me in telling the elected officials of this state that neighbors intend to come together to find common ground for the local good, free of extreme talking points. A campaign grounded in honest discussion where our everyday problems are addressed—because a Hill Country stream knows no political party nor a hilltop an ideological position.
No one policy area interests me more than another. Why? Because all policy is ultimately tied together in some fashion, for example, budgetary constraints or opportunities.

However, I specialize in public and government affairs for infrastructure and natural resource projects. People usually know me for my knowledge of water issues in Texas. I work with diverse clients, including public utilities, landowners, and non-profits.

Please make no mistake, though; I am interested in talking about cryptocurrencies, educational funding, or any other topic under the sun as much as water. I relish learning from and solving problems with folks.
