Kwinn Neff was born in Rapid City, South Dakota. He received an undergraduate degree from South Dakota School of Mines & Technology in 2012.[1]

|My life and work history encompass a wide range of experience which goes back to working in the tourism industry as a dishwasher, scooping ice cream, working in the timber and excavating businesses and owning my own consulting business. In college I assisted communities with funding for water and wastewater projects in Hill City, Piedmont and Green Valley Sanitary District. When I was 27-years-old I was elected to serve on the Keystone Town Board and was re-elected last year. For two years I worked for Senator Mike Rounds as a Constituent Services Representative. I gained experience helping people and communities solve problems with federal agencies. For the last couple years, I have worked as a consultant in the mineral industries. I have taken these experiences and applied them to public service and will continue to do so.
