L. Walter Mills is the chief district court judge for the 3B Judicial District, serving Carteret, Craven, and Pamlico counties of North Carolina. He was appointed to the court by former Gov. Mike Easley (D) in January 2007, and he was appointed chief district court judge on February 8, 2012.[1] Mills was re-elected to the court on November 8, 2016.[2]

Mills received his undergraduate degree from East Carolina University in 1987 and his J.D. from the Michigan State University Law School in 1998.[3]

Mills worked as a private practice attorney for eight years prior to his judicial appointment in 2007.[3]

North Carolina held general elections for local judicial offices on November 8, 2016. A primary election took place on March 15, 2016.[4] Incumbent L. Walter Mills ran unopposed in the North Carolina Judicial District 3B general election for the Mills seat.[5]

The North Carolina District Courts utilize partisan elections in the selection of judges. District judges serve four-year terms, after which they must run for re-election if they wish to continue serving. From 2002 through 2016, elections for district court judges were nonpartisan; however, on March 23, 2017, the North Carolina legislature changed the method of election to partisan elections by overriding Gov. Roy Cooper's veto of HB 100. This change was effective with the 2018 district court elections.[6][7][8]

Qualifications
To serve on this court, a judge must be:[6]

  • licensed to practice law in the state;
  • a district resident; and
  • under the age of 72 (retirement at 72 is mandatory).

Mills was re-elected to the 3B Judicial District without opposition on November 6, 2012.[9][10]
