Clow's website highlighted the following campaign themes:[15]

Tax Policy

  • Excerpt: "The government must practice fiscal responsibility, and tax revenues should provide the government only the money necessary to provide appropriate functions. Idaho’s tax structure should be predictable, fair, and balanced, and the combination of our income, sales, and property taxes should continue to provide a stable, dependable source of income for governmental needs. The current tax policy of the State should be simplified allowing for lower income and sales tax rates."

Economic Growth

  • Excerpt: "A coordinated effort is needed to enhance the cultural, economic and natural resources for the benefit of economic growth and the creation of quality career opportunities. Economic growth must result in a vibrant economy of industrial, agricultural and commercial enterprise, with the final economic impact on the individual."

Education

  • Excerpt: "The recovery of funding that was lost during the economic downturn of the past five years is a high priority. However, as we replace lost funding and find new funding we need to be cognitive that we cannot continue to do things as we have in the past. Professional Compensation changes are needed to attract and retain the best educators, while holding educators accountable for improving outcomes and more challenging standards."

Sanctity of Life

  • Excerpt: "I support the sanctity of life from conception to natural death, the rights of the unborn child and oppose abortion based on sex selection, convenience, or as a method of birth control. Adoption should be encouraged and enabled by legislation as an alternative to abortion."

Health Insurance Exchange

  • Excerpt: " I believe that the State should assure that its values are optimally incorporated into the federally required health insurance exchange. The values include: keeping the costs to citizens at a minimum; assuring Idaho insurance companies receive fair treatment; assuring that agents and brokers are not excluded; a provision for Idaho Legislative oversight; protecting the Idaho taxpayer from risk of financial failure of the exchange; assuring that Idaho values are protected by Idaho citizens; and, finally, assuring that Idaho citizens will control the insurance decisions to assure that Idaho pro-life values are incorporated in the design and implementation of the exchange. This can only be done through an independently created Idaho Health Insurance Exchange."

Scorecards

See also: State legislative scorecards and State legislative scorecards in Idaho

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.

Click here for an overview of legislative scorecards in all 50 states.  To contribute to the list of Idaho scorecards, email suggestions to editor@ballotpedia.org.
