Laredo Texas District Judge announces retirement plans

Laredo, Texas: The judge of District 341, which serves Webb County, announced she will be retiring at the end of next year after nearly three decades of service. Judge Elma Teresa Salinas Ender has made history for the county in more ways than one. When she took the position in 1983 she was both the first Hispanic person and the youngest woman to be appointed to a Texas district court.[1] Holding the position for eight terms unchallenged, she is considered to be the longest serving district judge in Webb County.[1] At the time of her appointment, then Governor Bill White was making a conscious effort to ensure Texas government better embodied the diversity of its citizens. Reflecting back Ender remembers,"he changed basically the face and complexion of the State of Texas that year."[2] Ender took the opportunity to represent Hispanic women seriously and when she came up for re-election the next year she stated "I really felt like I had to win not just because of me but because of all of those that would follow."[2]

Her many accomplishments through the years proved her to be unequivocally the best suited candidate for the position. "Laredo is recognized as a city where there are great lawyers, the fact of not having opponent in all these years is one of the greatest achievements in my career," Ender said.[1]

Ender will leave the courts anticipating new career opportunities. Her term ends December 31, 2012.
