Biography
Larry Bolinger was born in Alliance, Nebraska. He served in the United States Air Force from 1987 to 1990 and the Air National Guard from 1990 to 1991. Bolinger earned a bachelor's degree from the University of Nebraska, Omaha in 2021 and a graduate degree from Bellevue University in 2023. His career experience includes working as a contractor, self-defense instructor, and author.

|I volunteer with the Activate Alliance to help make it safer to walk, ride, and role around town. I also volunteer with the VIPS, which is a program that citizens volunteer to help the local police.
Political Accomplishments:
• Advanced policies to help increase housing in downtown Alliance. • Advanced policies to help businesses create diversified incomes in downtown Alliance. • Addressed policy issues in our meat packing industries that helped create the State Meat packing policy that helped drive down the price of meat across the state. It helped Ranchers and consumers get a better price. • Developed a Community Bike Share program. • Fought against a corrupt government and won. By getting rid of the corrupt people in government, the community started thriving and crime was reduced by 30%.
• Hold the record number of votes in Nebraska for a third-party candidate when I ran for Attorney General.- Nebraska 1st Initiative We need to push a Nebraska 1st initiative. There are many ways that our government contracts with other States to do work that we can do in Nebraska. We should be utilizing our contractors and unions and investing in them. Investing in our own contractors and our own services is the only way to create economic stability. Hundreds of millions of dollars go to contracts with Colorado and Wyoming and that creates instability in our economy. If we want progressive improvements, we need to think of Nebraska first.
- Health Programs. There are many areas that need to be worked on and improved in our health programs. Over the past decade our government has decreased funds for clinics, drug rehab clinics, mental health clinics, and VA care. There are areas that I would want to work on and improve. To date, most people that need drug rehab or mental health end up in our correctional facilities rather than get the help they need. This has increased the recidivism rates and overpopulated our jail system. Utilizing drug courts, drug rehab facilities, mental health facilities, and a diverse diversion program has shown to reduce the recidivism rates by 60%.
- Reduce Energy Cost by 60% • I will continue to work on a program that I've been researching that will decrease greenhouse gases, improve energy efficiency, and put more money into each district while decreasing everyone's gas and electric bills. The research shows that on average would decrease utilities by 60%. This program will bring more money into each community in the entire state, and at the same time it would reinvest into each community to advance educations and technology. We keep funds reinvesting into our own communities rather than spending our tax dollars in other States.

It is a book I wrote. Volume I covers the struggles I had fighting against a corrupt government.
This past year we have had significant increases in local, county, state tax and land tax. A 40% increase in land tax put a strain on many people's budget. With the significant increase in taxes as several levels of government has put a big strain on many people's finances. That creates a demand for change. A demand for accountability and a responsible budget.
There are several areas in our health care system that needs worked on and I will address those issues and argue to fix those problems.
This will cut the cost of electric and natural gas expenses by 60%. Saving each household money.

|- I know what people need because I have worked hard to get where I am today. I make things better because I have been where they are and know the struggles. I have fought against government overreach and will continue to protect the peoples Rights.
- I will work on law reform and expand on diversion programs. Our policies and system are outdated which has led to an increase in repeat offenders and an overpopulated prison. Nebraska has the highest per capita over population in our prisons compared to the rest of the Nation. Other states recidivism rates are going down, Nebraska's recidivism rates are going up. Thats an indication of a failing system. The changes I will conducts have been proven to reduce crime by 40%, and reduce repeat offending by 60%. Party of the diversion program is to address drug addiction and mental illness in our prisons.
- The office needs propre representation for the people it serves. I will make sure we have lawyers that are specialized in various fields of study so we can address the many areas of Civil Rights such as; Consumer Rights, Discrimination Law, Native Law, specialized in each Amendment. I have studied law, Constitutional law, International Law and Criminology. The AG office works with more than 100 lawyers, clerks and assistance. To have proper representation, you have to be specialized in different areas of law.
There are many policies that I will address. One of the policies I would like to change is ending truancy as a status office. Utilizing diversion programs for truancy offenses has been shown to reduce recidivism by 40%. Statistics show that putting a kid in the Juvenile Court system increases criminal behaviors and decreases social development.I will address mental illness in our prison system. For a number of years, our legal system has been using our prisons to address mental illness. Our prisons are not equipped to handle mental illness, so it ends up being a revolving door for people with mental illness. Putting someone in prison that has a mental illness causes them to lose their support system and SSI. When they are released, they have nowhere to go and no support system. This has caused a significant increase in homelessness in many of our larger cities. This is a broken system that needs to be fixed.
Our law enforcement has done a great job in addressing the human trafficking problems. We will need to continue those efforts.The biggest change that needs to be addressed is how we address drug addiction, mental illness, and truancy. Utilizing the correct procedures, the correct program, or the correct diversion program. There would need additional training. In some areas, it would mean a change in policing philosophy and continuing education with opportunities to train at different facilities across the state.
there are many duties such as: defending the constitution, supporting strong law enforcement, continuing to work to improve public safety and security, providing assistance to local legal representatives, addressing illegal drugs, child abuse, senior abuse, and discrimination cases, protect consumer rights, advise state officials on legal compliance, protect against government overreach, assure environmental compliance, providing professional legal representation in all civil proceedings on behalf of the State.The most important responsibility is coordinating the efforts of this office. Everybody's concerns are the most important to them. This office can not focus just on one area.
For people that have been in politics, it would be good to see if they follow through on any promises they mention while campaigning. Did they do anything? Did they work on policies or just made promises of what they will do when they get in office? Many politicians make promises of what they will do if elected. I have always worked on policies, address solutions to problems, and help create the needed changes while I'm running for office. A sincere representative will not wait to get in office to make improvements.
I did like the book "Life of Napoleon" by Constance. I thought it was a very interesting book written by a servant that addressed many of Nepolieons campaigns through a servant's eyes.

|The college classes that I had studied was in Business management, information tech., motorcycle mechanic, welding, realty and fitness and Nutrition. At the age of 49 I enrolled into the University of Nebraska at Omaha (UNO) in May of 2018, with a major in Political Science and a minor in Criminology and made the Deans list several times.
- I did serve in US Airforce and Army National Guards and i'm a member of the American Legion.
- I volunteered to serve on the Planning Comission for 6 years.
- With the education that I have recieved at UNO makes me the most qualified candidate.
I believe we need to invest more into our schools. We have dropped to 17th in education. Higher education has proven to decrease criminal activities, so I'd rather spend more on schools than on corrections facilities.I have always been a strong constitutionalist. I do try and educate myself on the constitution so that I can better represent the people. We are in desperate need of proper representation in the House of Representatives.
I would also like to see more going into rehab programs for Juveniles and Drug offense to help reduce the populations in our over crowded correctional facilities. Rehab programs have been proven to reduce recidivism and if we reduce recidivism we reduce our overall expense. Continue to change the community policing philosophy and put more emphases on procedural policing and community oriented policing.

I do know a lot in these areas and the many problems in our statures that causes people to not start a business and we need to reduce the red tape that gets in the way of new business startups. I have made many proposals to push clean coal technology and i've also pushed for contractor jobs in the preservation field which could create hundreds of thousands of dollars in income across the state. In the small town of Alliance, which has 8500 people, i proposed my plan would add another $50,000 to $300,000 additional contractor work. I am interested in how the housing market is done and how our government is involved. I have worked in the preservation field for over 12 years and worked with banks, brokers, fha/hud in the housing market. And with this knowledge i have in this field, i've tried passing a bill that would reduce foreclosures rates up to 70%. And with my knowledge in this area i would also create more contract or sub-contract work. I do try and familarize myself regularly on the constitution. The many times i've ran for office, many people have talked to me about how our government has taken advantage of them and are in constant civil rights violations. I to had a issue where i was protecting peoples lands, and then got unlawful targeted by the local city government for years. I will fight against any government entity that breaks our laws. I do support the legalization of Marijuana because it has been proven time and time again to help medical needs. I support the 2nd Amendment 100% and i don't want any change to it. I've owned guns my hole life. I'm a veteran. Gun safety was taught by my father, and i also took a gun safety course at school.
