Biography

Larry Bolinger was born in Alliance, Nebraska. He served in the United States Air Force from 1987 to 1990 and the Air National Guard from 1990 to 1991. Bolinger earned a bachelor's degree from the University of Nebraska, Omaha in 2021 and a graduate degree from Bellevue University in 2023. His career experience includes working as a contractor, self-defense instructor, and author.

Larry is a veteran, a graduate of UNO, has a Bachelor of Science Degree, majored in Political Science, and minored in Criminology. He received a Master of Public Administration Degree from Bellevue University. Larry received the Omega Nu Lambda Honor Society for Academic Excellence in May of 2023. He ran his own contractor business for more than 20 years and authored 18 books. His last three books cover the 20 years he has spent in politics. He has written and researched more than 50 policies to help his community and State.

I volunteer with the Activate Alliance to help make it safer to walk, ride, and role around town. I also volunteer with the VIPS, which is a program that citizens volunteer to help the local police.

Political Accomplishments:

• Advanced policies to help increase housing in downtown Alliance. • Advanced policies to help businesses create diversified incomes in downtown Alliance. • Addressed policy issues in our meat packing industries that helped create the State Meat packing policy that helped drive down the price of meat across the state. It helped Ranchers and consumers get a better price. • Developed a Community Bike Share program. • Fought against a corrupt government and won. By getting rid of the corrupt people in government, the community started thriving and crime was reduced by 30%.

• Hold the record number of votes in Nebraska for a third-party candidate when I ran for Attorney General.
  • Nebraska 1st Initiative We need to push a Nebraska 1st initiative. There are many ways that our government contracts with other States to do work that we can do in Nebraska. We should be utilizing our contractors and unions and investing in them. Investing in our own contractors and our own services is the only way to create economic stability. Hundreds of millions of dollars go to contracts with Colorado and Wyoming and that creates instability in our economy. If we want progressive improvements, we need to think of Nebraska first.
  • Health Programs. There are many areas that need to be worked on and improved in our health programs. Over the past decade our government has decreased funds for clinics, drug rehab clinics, mental health clinics, and VA care. There are areas that I would want to work on and improve. To date, most people that need drug rehab or mental health end up in our correctional facilities rather than get the help they need. This has increased the recidivism rates and overpopulated our jail system. Utilizing drug courts, drug rehab facilities, mental health facilities, and a diverse diversion program has shown to reduce the recidivism rates by 60%.
  • Reduce Energy Cost by 60% • I will continue to work on a program that I've been researching that will decrease greenhouse gases, improve energy efficiency, and put more money into each district while decreasing everyone's gas and electric bills. The research shows that on average would decrease utilities by 60%. This program will bring more money into each community in the entire state, and at the same time it would reinvest into each community to advance educations and technology. We keep funds reinvesting into our own communities rather than spending our tax dollars in other States.

I always looked up to my father. He worked hard and always helped people in need.
I have written a three volume book set on politics. The book is called "Politics: Last Act of Defiance." The second edition was just published in January 2024. Volume II maybe ready in April or May. An elected official should be a Steward to the people. They are supposed to address the peoples concerns and be their voice. I've seen many Aristocrats get voted into office, and they usually get in office with one goal and that is self enrichment. A elected official should never be self serving. Your priority is to the people.
I'm a working class citizen with good work ethics. I hold both a Bachelor of Science Degree and Master of Public Administration. Being well educated and someone that is part of the working class, you will rest assure that I am running for office to get work done.
The core responsibility is addressing the concerns of the people. To write and argue policies. To be able to create you have to research and utilize credible sources. A proper policy or argument for or against a policy , a good representative will conduct research analysis so they can make educated decisions.
Someone who put the needs of the people over his own.
I remember when the Berlin Wall came down. That was done when I was in the Air Force stationed in Germany. I was 20 years old.
My very first job was delivering the Omaha World Herald. I had that job when I was around 12 years old. I did that job for about a year or so.
Politics: Last Act of Defiance
It is a book I wrote. Volume I covers the struggles I had fighting against a corrupt government.
They are two separate branches of government that need to work together to manage polices and the States budget. They do not have to agree with each other all the time, but they do have to work together in a professional manner.
Taxes.
This past year we have had significant increases in local, county, state tax and land tax. A 40% increase in land tax put a strain on many people's budget. With the significant increase in taxes as several levels of government has put a big strain on many people's finances. That creates a demand for change. A demand for accountability and a responsible budget.
Having experience can be beneficial or can be harmful. I've seen many people get elected who had experience in government, but their government experiences was unethical. In some cases, there is the way the government is run and the way the government is supposed to be ran. If you are taught the wrong way, it could be very harmful to a community or entire State. I am well educated in Political Science, Government Affairs and Public Administration. I will ensure things are done right.
I believe that you can build good working relations with the other legislature no matter the party affiliation. This can help with gaining necessary information to help argue policies. We all want what is best for Nebraska and the best way to do that is by presenting educated arguments so that we can make the best decisions.
I believe that Senator Hunt has argued policies that are in line with many of the polices that I support. She creates a very well thought out argument.
I person that I had coffee with talked about issues in our health system. He is diabetic who had lost his leg. He was not illegible to get disability or get on SNAPs. There were times where he could not afford needles for his insulin shots, so he had to reuse them. He complained that drug addict can get needles under the HIV reduction policy, but people with Diabetes cannot.
There are several areas in our health care system that needs worked on and I will address those issues and argue to fix those problems.
The Legislature or Governor should have emergency powers. In an emergency, you may need to get things done quickly.
The Bolinger Energy Bill.
This will cut the cost of electric and natural gas expenses by 60%. Saving each household money.

We spend way to much contracting out to Colorado and Wyoming when we should be spending that money in Nebraska. The way our tax dollars are spent should always be available to the public so that we the people can ensure that our government is held accountable.

I am married with 5 kids. I am from Alliance, Nebraska. I served in the Air Force and Army National Guards and earned a Bachelor of Science degree from the University of Nebraska at Omaha. My major was in Political science, and my minor is in Criminology, with a concentration in Government Affairs and Civic Engagement. I am working on obtaining a master's degree in Public Administration. I am an author, I wrote 17 books. In my off time, I volunteer with the local police department and Panhandle Health. I have run for public office several times and always focused on civil rights and government accountability.
  • I know what people need because I have worked hard to get where I am today. I make things better because I have been where they are and know the struggles. I have fought against government overreach and will continue to protect the peoples Rights.
  • I will work on law reform and expand on diversion programs. Our policies and system are outdated which has led to an increase in repeat offenders and an overpopulated prison. Nebraska has the highest per capita over population in our prisons compared to the rest of the Nation. Other states recidivism rates are going down, Nebraska's recidivism rates are going up. Thats an indication of a failing system. The changes I will conducts have been proven to reduce crime by 40%, and reduce repeat offending by 60%. Party of the diversion program is to address drug addiction and mental illness in our prisons.
  • The office needs propre representation for the people it serves. I will make sure we have lawyers that are specialized in various fields of study so we can address the many areas of Civil Rights such as; Consumer Rights, Discrimination Law, Native Law, specialized in each Amendment. I have studied law, Constitutional law, International Law and Criminology. The AG office works with more than 100 lawyers, clerks and assistance. To have proper representation, you have to be specialized in different areas of law.
When we have the highest per capita prison overpopulation in the Nation and an increasing recidivism rate, we have a broken system. I am passionate about fixing our broken system. We start with reviewing and addressing laws for victimless crimes while at the same time pushing for diversion programs to help reduce repeat offenders. diversion programs can be used for kids and adults.
     There are many policies that I will address. One of the policies I would like to change is ending truancy as a status office. Utilizing diversion programs for truancy offenses has been shown to reduce recidivism by 40%. Statistics show that putting a kid in the Juvenile Court system increases criminal behaviors and decreases social development. 
I will address mental illness in our prison system. For a number of years, our legal system has been using our prisons to address mental illness. Our prisons are not equipped to handle mental illness, so it ends up being a revolving door for people with mental illness. Putting someone in prison that has a mental illness causes them to lose their support system and SSI. When they are released, they have nowhere to go and no support system. This has caused a significant increase in homelessness in many of our larger cities. This is a broken system that needs to be fixed.
This office's primary focus is on Constitutional Law. Similar to the Supreme Court. Its function is primarily Constitutional. This office creates checks and balances to protect individual rights. But it also is a position of accountability. By holding government officials and entities accountable for their actions or inactions. As with any political position, the office can be made to focus on supporting bureaucracies or supporting the people. In my many campaigns over the past 2 decades, I have always supported the people's needs. I will continue my efforts to support the people as an Attorney General.
There are many areas of concern that I would address. Some issues may be long-term or short-term. Such as addressing security at school. This is a concern. Some of the newer schools have improved their security. Most have not. I would want some focus to address this issue, this would be a quick improvement and will have long-term results. Alongside school security, I would want to have continuing education for the Resource officers to help their position as an officer, counselor, and social worker.
   Our law enforcement has done a great job in addressing the human trafficking problems. We will need to continue those efforts. 
The biggest change that needs to be addressed is how we address drug addiction, mental illness, and truancy. Utilizing the correct procedures, the correct program, or the correct diversion program. There would need additional training. In some areas, it would mean a change in policing philosophy and continuing education with opportunities to train at different facilities across the state.
The primary job of the Attorney General is to argue what is Constitutionally correct. It's a dual job of protecting people's rights and defending the State.

   there are many duties such as: defending the constitution, supporting strong law enforcement, continuing to work to improve public safety and security, providing assistance to local legal representatives, addressing illegal drugs, child abuse, senior abuse, and discrimination cases, protect consumer rights, advise state officials on legal compliance, protect against government overreach, assure environmental compliance, providing professional legal representation in all civil proceedings on behalf of the State. 
The most important responsibility is coordinating the efforts of this office. Everybody's concerns are the most important to them. This office can not focus just on one area.
This is very important. The Attorney General can push accountability to the people and state. There is a separation of State and Federal law. Federal can not dictate what a state has to do. To represent well, an AG office should have knowledge of State statutes, Federal Law, and International Law. As each field of law may impact our State. One person's interpretation of constitutional law may be different from another person's. Sometimes those interpretation is argued based on party politics which may conflict with what is actual law or what may conflict with Nebraska values.
It is beneficial to have experience. I have almost 2 decades in politics. Running for office, arguing policies, and pushing government accountability. But, I have also seen people in the office for many years that utilize that office for personal gain and they lose sight of what is important for the people or state.
I've always looked up to my family. My kids, wife, siblings, parents, grandparents, and family history. Many people in my family have gone out of their way to make difference to improve their lives and to improve their community. My family and family history is a driving force that helps my priority which is doing right by the people. I am not influenced by any PACs, Bureaucracies, or parties. I am one of the very few people that has ever created a management team that consisted of managers from each party and is able to create common ground. I am not influenced by party politics. I claim independent, so my focus is to the people.
I wrote a book called "Politics: Last Act of Defiance." It is a 275-page book on my campaigns over the past 2 decades. It does cover my fight against government corruption and it has several research analysis. It is very important for an Attorney General to do the research to be able to present an educated argument. To be straightforward in their approach to politics. Address the problem and come up with a solution. Too many politicians complain and never come up with solutions to problems.
For people that have been in politics, it would be good to see if they follow through on any promises they mention while campaigning. Did they do anything? Did they work on policies or just made promises of what they will do when they get in office? Many politicians make promises of what they will do if elected. I have always worked on policies, address solutions to problems, and help create the needed changes while I'm running for office. A sincere representative will not wait to get in office to make improvements.
In my two decades of politics, I have been consistent in fighting to support people's individual rights and hold the government accountable. I have the education and business experience to address the problems we are facing today and implement a plan to fix those problems.

The legacy I would want to leave is that I saw a problem and created the solution. I did not complain. I saw problems and implemented solutions to fix those problems. Creating and coordinating a legal office that gave the best representation to the people to meet the people's needs.
the first Historical event was when the Challenger blew up in 1986. The Challenger had a diverse group with one of the members being a teacher. I was 16 years old.
My first job was delivering the Omaha World-Herald. My first job as a teenager was at Kentucky Fried Chicken as a dishwasher at $2.45 an hour. I did that job for a month or so until I landed a better-paying job which was a labor position taking apart telephone poles along the highway. That boosted the pay up to $3.45 per hour. That was my summer gig that year. The following year, I was a ranch hand. Made $100 per week. I was rolling in the dough that year.
I authored 17 books. Those are my favorites. I am working on my 18th book.
I did like the book "Life of Napoleon" by Constance. I thought it was a very interesting book written by a servant that addressed many of Nepolieons campaigns through a servant's eyes.

One of the biggest struggles in my life was when I ran for City Council in 2006 on a platform to protect people's Property Rights. That led to fighting against government corruption, which got me blacklisted in my local government. I was politically targeted and discriminated against, my own government utilized defamation against me, tried running me out of town, and tried micromanaging my business which ruined my contracting business and investments, they tried to blackmail me, extorted money, and committed fraudulent acts against me. Through my campaigns, I found out that the local government was doing similar acts to other residents, and they requested my help to address the many issues they were facing. It took me 6 years of fighting corruption in my town to fix the problem. It resulted in replacing every City Council member, the City Manager, the Police Chief, and the City Clerk. Many people in the community were very thankful that I went to bat for them.

  • Improve policies in Community Policing and Law: For over 15 years I have worked on continuing education for law enforcement. In 2015 the need to change community policy started due to profiling issues when departments utilized 1980’s era community policing. Updating policing tactics and law reform to bring it into the 21st Century has reduced crime by as much as 40% while reducing recidivism by as much as 60%.
  • Protect Property Rights: 2 areas of property rights I will change are; 1) address issues of violations of section 18 US code 1001 to stop unethical government land grabs, 2) change tax liens from 1 month, back to 4 years before a 3rd party investor is able to buy back-taxes. The goal is to reduce tax lien foreclosures by 40%.
  • Environment Concerns: One of the Attorney Generals' jobs is to understand EPA regulations and make sure our government follows those guidelines. I will make sure our government is utilizing these policies in the best interest of the people to preserve our health and our land. There were a lot of policies ignored or overlooked that resulted in the environmental disaster in Mead Nebraska. The people's voices were ignored when our government approved dumping fracking water into Nebraska. I will put the people’s needs first.
  • Protect parental rights: Establish and support parent's rights, the child’s rights and welfare, and to review concerns of procedural policies.
  • Parents should not have to fear that their child will be taken away if they ask the government for help.
  • Parents should not have to fear that their child will be taken away when they take their child to the hospital for an injury.
  • Children should not have to go through the Juvenile system over truancy issues.
  • There are over 400,000 children in foster care. Being poor should never be a reason a child is taken away from their parent.
  • Establish reunification procedures.
  • Establish policies to be utilized locally that allows parents the ability to appeal. Keep issues local rather than controlled by the state.

My base platform is to work on law reform, try important cases, and work on programs that reduce recidivism. This is a very big job and it is not going to be an easy task. We need to be tough on crime, but smart on reform. As a Veteran and Business owner, I know what it takes to get the job done. The improvements I will make will save Nebraskan’s millions of dollars and open the door to decreasing taxes.


Right To Repair:

I find it unconstitutional that Congress would pass a policy that would make it a Federal Crime for consumers to work on the equipment they buy. I will fight to restore your Consumer Rights.

Truancy
Juvenile Court vs. Social Service Mediation

The Legislature is arguing bill LB568 which could end truancy as a status offense. It focuses more on root causes. It will utilize community programs to mediate those causes. The research that I have conducted proves that LB568 is the right choice. I do need help in contacting our state legislatures and encourage them to support LB568. I was Born and razed in Alliance Nebraska. Graduated from Hemingford, NE in 1987. After High School i joined the US Airforce and went to basic training in Sanantonio Texas. I attended Tech school at Sheppard AirForce base in Witchatafalls, TX for a study as a structural specialists. Then I served a term in Germany in the 26 Civil Engineering Squadron. There, I received my structural technician certification. I also studied courses from the University of Maryland while I was in Germany. After I was Honorably discharged from the AirForce I joined the Army National Guard that was based out of Alliance, NE. And at that time the Alliance Unit was a howitzer unit.
    The college classes that I had studied was in Business management, information tech., motorcycle mechanic, welding, realty and fitness and Nutrition. At the age of 49 I enrolled into the University of Nebraska at Omaha (UNO) in May of 2018, with a major in Political Science and a minor in Criminology and made the Deans list several times. 
  • I did serve in US Airforce and Army National Guards and i'm a member of the American Legion.
  • I volunteered to serve on the Planning Comission for 6 years.
  • With the education that I have recieved at UNO makes me the most qualified candidate.
There are many areas that do need work. I have been in the property management and ran a contractor business for 20 years (self-employed) and I have presented policies to try and improve the housing market and reduce the foreclosure rates.
    I believe we need to invest more into our schools. We have dropped to 17th in education. Higher education has proven to decrease criminal activities, so I'd rather spend more on schools than on corrections facilities. 
I would also like to see more going into rehab programs for Juveniles and Drug offense to help reduce the populations in our over crowded correctional facilities. Rehab programs have been proven to reduce recidivism and if we reduce recidivism we reduce our overall expense. Continue to change the community policing philosophy and put more emphases on procedural policing and community oriented policing.
I have always been a strong constitutionalist. I do try and educate myself on the constitution so that I can better represent the people. We are in desperate need of proper representation in the House of Representatives.
I am in the middle of writing a book on "Business and Politics". I have ran for office several times. I have fight for peoples civil rights and argued for and against many policies. I have seen a lot of issues and civil rights violations in governemnts pushing their vergion of community policing that ends up in many civil rights violations. So I believe after I get my book finished, it should be a good read. I have written several books already on self-defense, fitness and propert manangement. The number one thing I look at is, do they actually have a plan. Many politicians complain about everything, or complain about the other candidates but they lack the ability to create a plan or policy to actual creat a positive change.
I am a Veteran and i've studied the constitution. I have been consistant on fighting for peoples civil rights. To help with fighting for peoples rights, i had started classes at UNO in Political Science and Criminology. I am a hard worker, which is what the people deserve. In my studies I have studied legal proceedings, government proceedings, constitutional law and analysis. I believe that will help significantly when presenting arugements to pass and or change policies.
My first job was delivering the Omaha World Herald about 40 years ago. I believe I had that job for about a year or two.

The primary function is to argue policies, and review and pass a budget. With my back ground I believe I can be a big help in passing policies that will help many people.
I believe the greatest challenges would be to build a healthier relations with Russia, China, North Korea, and the Middle East.
I believe that there should be a limit on term limits. 2 years seems a bit short, but i've seen some pretty bad congressmen that if they stayed in office longer it would be very damaging to their state. So, I would keep the it at 2 years, but I would push to making a 12 year term limit.

What would be your top three priorities, if elected?

1) Support clean coal technology and by products to reduce emissions and secure jobs

2) reduce compounded governments and move to a limited government system to give people more freedoms and reduce taxes
3) Comments I am a firm believer everyone is accountable for their actions or lack of actions. I will hold our government officials accountable for their actions or lack thereof.[6][3]

What areas of public policy are you personally passionate about? Why?

free enterprise and property ownership. I am a contractor, business owner and property owner. I do know a lot in these areas and the many problems in our statures that causes people to not start a business and we need to reduce the red tape that gets in the way of new business startups. I have made many proposals to push clean coal technology and i've also pushed for contractor jobs in the preservation field which could create hundreds of thousands of dollars in income across the state. In the small town of Alliance, which has 8500 people, i proposed my plan would add another $50,000 to $300,000 additional contractor work. I am interested in how the housing market is done and how our government is involved. I have worked in the preservation field for over 12 years and worked with banks, brokers, fha/hud in the housing market. And with this knowledge i have in this field, i've tried passing a bill that would reduce foreclosures rates up to 70%. And with my knowledge in this area i would also create more contract or sub-contract work. I do try and familarize myself regularly on the constitution. The many times i've ran for office, many people have talked to me about how our government has taken advantage of them and are in constant civil rights violations. I to had a issue where i was protecting peoples lands, and then got unlawful targeted by the local city government for years. I will fight against any government entity that breaks our laws. I do support the legalization of Marijuana because it has been proven time and time again to help medical needs. I support the 2nd Amendment 100% and i don't want any change to it. I've owned guns my hole life. I'm a veteran. Gun safety was taught by my father, and i also took a gun safety course at school. My Father. He was a great man, worked hard, helped a lot of people and was selfless.[3]

I have written many books on Property Management, fitness and self-defense. I am currently writing a book on "Business and Politics". That book will go through all the good and bad that I've encountered in business and politics and in one area I had dealt with local politicians that committed more than 18 civil rights violations and fraud.[3]
What characteristics or principles are most important for an elected official?
lead by exampled. Most politicians tell you what they are going to do. But a good representatives will already be putting things into motion.[3]
What qualities do you possess that you believe would make you a successful officeholder?
I've been a hard worker all my life. I served in our military. I Started with nothing, working 2 full time jobs, started a new business and taking online course all at the same time to be able to get a new business going. We are over taxed and over government. And its going to take a lot of work to get taxes at a reasonable rate, and to get our government to a limited government to allow those tax reduction. And it will take someone like me that knows the value of hard work and what it takes to get thing done.[3]
What do you believe are the core responsibilities for someone elected to this office?
making sure we have a budget thats workable. Taking care of our farming community and make sure the family farm is sustainable. Making sure we have a reliable water source contract between states and that we don't risk contaminating those water sources. To support peoples rights and the constitution so when writing or approving bills those bills don't infringe on the peoples rights. I would be a representative of both the state and nation. I would look at more business, new technologies, better fluent trade deals.[3]

Do you believe that it’s beneficial for representatives to have previous experience in government or politics?
No. we are over governed and over taxed, with government entities that don't fallow civil law. Our current experienced politicians have failed in their job.[3]
What do you perceive to be the United States’ greatest challenges as a nation over the next decade?
reducing compounded government to give back freedoms to the people. To negotiate better trade deals between countries. To better security in our schools. To better relations with other countries. The Russia and North Korea alliance is a big concern if we don't have good representation reducing tensions. We have to have good representation in Iraq , Israel and Afghanistan to be able to gain peace in that area. Increased internet safeguards. Push for new advances in technology to keep us on top in the markets.[3]
If you are not a current representative, are there certain committees that you would want to be a part of?
I am not part of any, but I do support any contractors pac or union, NRA , Law Enforcement, planned parrenthood, Legalize Marijuana Now,[3]
Do you believe that two years is the right term length for representatives?
I would like to see it at 4 years with a 2 year max term limit.[3]
What are your thoughts on term limits?
A 2 year term limit is something I would push for. You get more than that, and representatives get the God complex and start thinking they are above the law.[3]
What process do you favor for redistricting?
I support our base government without any form of paid cogs. Having to many cogs or level of government or unnecessary government entities devalues that actual government and our elected officials.[3]
If you are not currently a member of your party’s leadership in the U.S. House of Representatives, would you be interested in joining the leadership? If so, in what role?
sure, i would be interested. I have a interest in improving housing, va housing, security and defense for our schools and military, and i would be interested in a ambassador position.[3]
Is there a particular representative, past or present, whom you want to model yourself after?
I think we can learn a lot from our current president as well as all of our past presidents. Many had both good and bad characteristics and its best to learn from both to be a better man and better representative for our Nation.[3]
Both sitting representatives and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?
When I talked to a lady the other day and her kids is being constantly picked on by kids at school. She used to be a A student and very out going. One kid told her that she should just kill herself. And now she spends a lot of her time in her room crying. When the parent tried talking to teachers and school board, they said her kid just needs to toughen up.[3]
