Biography

Larry Carter II was born in Lancaster, Pennsylvania. He received a bachelor's degree in 2012 and a graduate's degree in 2014, both from Georgia State University. Carter's professional experience includes being a national partnership manager.[1]

An Educator, Coalition Builder, Community Leader, and a two-time graduate of Georgia State University Larry B. Carter II is the candidate for Atlanta City Council District 4. As current West End Resident Larry has been involved with hands-on community engagement and improvement in District 4 since 2009.

Larry lead the charge to reengage and create a unified voice in Ashview Heights Community. Larry was one of the first to receive the City of Atlanta’s “Love Your Block” Grants for Ashview Heights. He also served as Vice-Chair on the Neighborhood Planning Unit T, where he worked closely with residents and Atlanta City Council representatives to foster a transparent line of communication. As a board member of West End Neighborhood Development (WEND), Larry ensured diverse voices were represented.

Creating strong coalitions, Larry served as a Diversity Coordinator and a Lead Teacher in Atlanta Public Schools District from 2012 -2017. In his role, Larry worked with staff, teachers, students, parents, and community stakeholders to bridge the gaps in connection in underserved communities. Helping others is a passion of his.

Since 2017 Larry join the U.S. Census Bureau. He supports the Black/African American, LGBTQ+, and Individual with Disabilities portfolios. Larry’s work has been grounded in creating healthy communities. Larry is focused on creating healthy communities through affordable housing, public safety, and inclusive development.

Involving residents in the government's decision-making process is key to building trust. We can create a city government that is transparent and accountable to its people. That is what representative government is about, being the voice of the people. It is elected officials duty to carry out the will of the people they represent.

We need more rail and light rail options to get people to access jobs with a living wage. I would push More MARTA to expand transit by 2035.

We need complete streets through District 4. We need road resurfacing, bike lanes, sidewalks, traffic calming devices, and working street lights. However you choose to travel, it should be safe.
AFFORDABLE HOUSING

Larry believes housing is a human right. He will work to expand homestead exemptions, leverage publicly owned land for housing, combat involuntary displacement, and address the City’s HOPWA program deficiencies.

INCLUSIVE DEVELOPMENT
Larry will work to ensure new development is reflective of the community. His plan includes strengthening community benefits agreements and facilitating better relationships between the community and developers.

PUBLIC SAFETY

All Atlantans have the right to live in safe communities. Larry’s plan addresses infrastructure, policing, and transportation. This plan includes an expansion of At-Promise Youth Centers, community-based crime reduction programs, increased street lighting, sidewalks, speed tables, and strategically placed bike lanes.
My mother is a driving force in my life. My parents divorce the summer before third grade. My mom worked 12 to 16 hour days as a 911 dispatcher to support my big sister and me. She even took in friends of my sister. Watching her I learned you sometimes have to sacrifice for the things that are important, no matter how much or little you have, you can always lend a helping hand.
My first job was at Boston Market at 16. I worked there over my senior year in high school. I was blessed to not have to compete with adults for a job there. Here in District 4, there is a lack of opportunity for young people to find employment. About 40% of the population depends on public transportation. We have to increase access to opportunities for adults and young people. I believe every person should have access to a job.
