Larry D. Haltiwanger Sr. is an at-large member of the Richland County portion of the District 5 School Board in South Carolina. He ran against fellow challengers Jacquetta M. Chatman, David C. Fisher Sr. and Jeffrey Herring and incumbent Ed White in the general election on November 4, 2014. Incumbents Ellen Baumgardner and Jim Turner did not file for re-election. Larry D. Haltiwanger Sr. won the general election on November 4, 2014.

The November 4, 2014, general election in District 5 of Lexington and Richland Counties featured four seats up for election. Two of the positions covered Richland County, and two of the positions covered Lexington County. Incumbents Ed White, Ellen Baumgardner and Jim Turner filed for re-election; incumbent Kim Murphy opted not to seek re-election. Lexington County incumbents Baumgardner and Turner faced two challengers, Ed Yates and Jan Hammond. Richland County incumbent White faced four challengers: Jacquetta M. Chatman, David C. Fisher Sr., Larry D. Haltiwanger Sr. and Jeffrey Herring.

Incumbent Ellen Baumgardner and Jan Hammond won in Lexington County while Larry D. Haltiwanger Sr. and incumbent Ed White won in Richland.

Funding

Candidates were required to file a quarterly finance report with the South Carolina State Ethics Commission for the November general election by October 10, 2014. This report covered the period of July 1, 2014, through September 30, 2014. Candidates were also required to file a pre-election report no later than 15 days prior to the election. A final report is due after the campaign has closed. Candidates for local school boards may not accept more than $1,000 from individuals and $5,000 from political parties.[1]
