In December 2018, the Calloway County Ethics Commission found Elkins violated a local ethics code while he was a county judge-executive. In September, the Kentucky Democratic Party (KDP) alleged Elkins used county government resources for his campaign. The code prohibits county government officials from using their position to secure privileges. The KDP said contact information from Elkins' campaign was sent to his judge-executive office. They also said Elkins used his official email for campaign purposes.[2]

Elkins said using the campaign email was a mistake. He also argued he did not violate ethics codes because he did not receive any privileges or financial gain. The commission concluded, "As Mr. Elkins voluntary corrected and discontinued the actions that were the subject of the complaint the commission believes that no further formal action is appropriate."[2]

Scorecards

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
