Biography
Latrice A. Westbrooks was born in Memphis, Tennessee. Westbrooks' professional experience includes working as an attorney. She served as an assistant district attorney for the 2nd District. After moving to Jackson, Mississippi, Westbrooks joined the law firm of Byrd and Associates. In 2001, She opened her own law practice, representing clients in both criminal and civil matters. Westbrooks began serving as the interim communications director for Jackson Mayor Chokwe Lumumba in 2013.[1]

Westbrooks ran against incumbent Judge Ceola James for a seat on the Mississippi Court of Appeals.[2] Following Westbrooks' win in the 2016 election, James filed a lawsuit against Westbrooks, alleging unlawful political influence on the election.[3]

Westbrooks tried to run for election on November 6, 2012, but she was ousted from the race because she lived in the wrong district. She was seeking the seat of incumbent Judge Ermea Russell.[4][5]
Residency controversy
On September 10, 2012, state election commissioners decided that Westbrooks was ineligible to run for the position because she lived outside of the district. Westbrooks conceded that she lived 0.7 miles outside of District 2, but maintained that state law does not require her to live in the district to run for the position. Her law practice, she explained, is located in the district. She said she would move into the district to serve on the court, if necessary.[4]
On September 17, Circuit Judge Winston Kidd ordered that Westbrooks be placed back on the ballot. The elections board appealed to the Supreme Court the following day. The Supreme Court, on Sept. 25, overturned Kidd's order, ruling, "We find that a candidate for the office of Court of Appeals of the State of Mississippi must reside within the district for the office she seeks...We further find that Westbrooks has not met the residency requirement."[6] Justice David Chandler dissented.[6]
