Laughlin Edward Waters, Sr. (1914-2002) was a federal judge on the United States District Court for the Central District of California.

Waters was nominated by President Gerald Ford on April 26, 1976, to a seat vacated by Jesse Curtis; he was confirmed by the Senate on May 11, 1976, and received commission the next day. He assumed senior status on July 6, 1986.[1] He served the Central District of California until his death on June 3, 2002. Waters was succeeded in this position by Ronald Lew.
