Leonard Howie
Leonard Howie is the former Maryland Secretary of Labor, Licensing and Regulation, serving from October 8, 2012 to February, 2015. He took over from interim Secretary Scott R. Jensen who had served since May 2012.[1]
Biography
Prior to his appointment as Secretary of Labor in 2012, Howie served as Deputy Secretary for Operations at the Department of Human Resources since November 2011. He served for four and a half years as the DLLR Deputy Secretary, was as an attorney with the Office for Civil Rights at the U.S. Department of Education, and a Senior Consultant with the Ethics Resource Center. Additionally, Howie has been an adjunct faculty member and program advisor at the University of the District of Columbia.[2]

Howie served in office from September 17, 2012, until he was replaced by Kelly Schulz in February 2015.

Howie was appointed as Maryland Secretary of Labor, Licensing and Regulation by Gov. Martin O'Malley (D) on September 17, 2012. He officially took office October 8, 2012.[1]
O'Malley stated, “We are confident in Leonard’s ability to connect Marylanders with the jobs and skills they need to compete. His belief in the strength of our State’s economy, and his expertise helping Marylanders navigate our safety net during tough times will serve the people of our State well."
