|With extensive experience as a professional problem solver, Lev is a seasoned computer scientist and former NASA Engineer, dedicating his career to finding solutions to the most complex modern challenges in business and government.
A devoted father and family man, Levon understands the paramount importance of building a secure and prosperous city for our families.- Crime: Lax policies, lack of real consequences, and a loss of law enforcement personnel have resulted in a rise in property crimes. With zero cash bail and the Los Angeles District Attorney's unwillingness to properly prosecute criminal acts and implement three strikes, thefts have increased by 14% this year and are up by 42% from this time two years ago. This trend of smash and grab robberies is a genuine crime surge for the City of Los Angeles. We must institute best practices from across the country and implement laws already on the books. Current leadership has disincentivized arresting criminals for burglary by declining to prosecute property crimes and putting thieves back on the street within hours with a simple ticket.
- Housing: A study by UCSF reported that an extra $300-$500 would have prevented homelessness for a significant number of the currently unhoused. Some 40% of Americans struggle to come up with $400 for an unexpected expense. With rising costs and stagnant wages, it is critical to provide easily accessible vocational and educational programs to train individuals in skills that can bridge this gap. Inflated cost of living and rental prices are tied to rising real estate prices, which have been linked to large-scale acquisitions by institutional investors. Congress recently proposed the End Hedge Fund Control of American Homes Act to stop financial institutions from buying up single-family properties and driving up cost.
- Mobility: With rising pedestrian fatalities, the city must use evidence-based innovations to address distractions, low visibility, and limited mobility. Focus on high-traffic areas, especially in minority communities, schools, and senior centers. Solutions include increased solar lighting, lights on bollards, and redesigned crosswalks with gateway interventions and decorative pavers. Enhance mobility by introducing short-distance electric trackless trolleys on main streets, benefiting local businesses and improving transportation options, attracting non-regular public transportation users while beautifying the city.
