Lib Fleming was a Commissioner of the South Carolina Public Service Commission. She was first elected to the commission in 2004 and was re-elected in 2010 and 2014. Fleming served as the chairwoman from 2008 to 2010. Her term expired on June 30, 2018. Fleming represented the commission's fourth district.[1]

Prior to joining the Commission, Fleming was a Spartanburg City Council Member from 1994 to 2004. Additionally, she served as an Appalachian Council of Governments Board member.[1]
