An effort in Oakland, California, to recall Mayor Libby Schaaf from her position was launched in July 2016. A group called the Anti Police-Terror Project filed a notice of intent to recall on July 12, 2016.[1] Organizers started circulation of petitions on September 18, 2016.[2] The recall did not go to a vote because petitions were not submitted within the 160-day window allowed by law.
Recall supporters
The Anti Police-Terror Project sought Schaaf's removal from office due to poor relations between the city and black, Latino, and low-income residents. The group cited police shootings of civilians in 2015 and housing policies perceived to favor developers over residents in its notice of intent.[1]

The recall process includes notification of intent to recall, publication of this notice, a seven-day response period for the targeted official or officials, and circulation of signatures. Organizers would need valid signatures from at least 10 percent to require a recall election. The minimum signature threshold was approximately 33,000 signatures based on voter registration totals in September 2016.[5]
