Rauch is a retired Northwest ISD educator. She worked for 13 years in numerous roles, including as a classroom teacher and ESL teacher. She has both her bachelor's and master's degrees in education. As of the 2017 election, she was working toward a doctoral degree in reading education.[1][2]

Three of the seven seats on the Northwest Independent School District board of trustees in Texas were up for general election on May 6, 2017. The race for the open Place 5 seat included candidates Tammy Eck, Taylor Harrington, Matthew Hooper, Steve Sprowls, and Jennifer Zazula. Sprowls was elected to the seat. Place 6 incumbent Lillian Rauch defeated challenger Carissa Barrett. In his bid for re-election to the Place 7 seat, incumbent Mel Fuller ran unopposed and won another term.[3][4][5]

Rauch stated the following about her campaign in a Q&A with Vote 411:

Why are you running for the school board?

To contribute to the community and educational system. I am very familiar with the students, faculty, community, culture and unique and diverse needs of NISD. I believe my educational background and experience qualify me to make a positive impact.

How does your background prepare you for this office?
I worked for NISD for 13 years as a classroom teacher, Reading Recovery Teacher, ESL Teacher, STAR Teacher, District Reading Recovery Teacher Leader & District Dyslexia Assessor. I have extensive training in analyzing data & Instructional Coaching.

How will you balance school district revenue with educational needs?
Priorities have to be outlined, community involvement and support is needed to help fill in gaps created by an under-funded budget, and ultimately hard decisions have to be made. To best do this, I think it is important to approach it on a unified, as opposed to piece meal basis.

Explain how you will use your position to improve the quality of education.
I am not seeking the School Board Trustee position in order to push a particular or personal agenda. I would hope to be a responsible steward and ultimately take a reasoned and researched approached to do what is needed to maintain and improve the quality of the schools in NISD in a way that best serves the students and communities served by the District.

What are the most important issues facing your school district, and how would you address them?
The top challenges are to retain and improve the quality of our schools in the face of enormous change and growth in the District, and ongoing funding concerns. I plan to work as a team with the other board members, staff, families and the communities to address these challenges.[8]
