Funding
Welborn reported $3,572.12 in contributions and $3,572.12 in expenditures to the Guilford County Board of Elections, leaving her campaign with no cash on hand as of November 3, 2016.[2]
School board candidates in North Carolina were required to file campaign finance reports to their county's board of elections unless the candidate:
(1) Did not receive more than one thousand dollars ($1,000) in contributions, and
(2) Did not receive more than one thousand dollars ($1,000) in loans, and
(3) Did not spend more than one thousand dollars ($1,000).[3]
The third quarter campaign finance deadline was October 31, 2016, and the fourth quarter deadline was January 11, 2017.[4]

|I worked for Western Electric, AT&T and Lucent Technologies rising to the level of Technical Manager. I had an 18-year career in Information Systems Technologies. Married at a mature age and had two sons. My husband’s parents needed assistance and my children were young, working long hours was becoming difficult. In 2001, I decided to be a stay-at-home mom. I loved being home with my children. However, I needed something to challenge me, I got involved with the Forest Oaks Community Association (FOCA). FOCA decided more residents needed to be involved in issues impacting the Southeast Area and helped create the Southeast Community Association. I volunteered at my children’s schools and saw the major disrepair. I supported the 2008 school bond and decided to run for school board in 2012.
I am focused on returning to the fundamentals of educating our children, empowering parents, supporting teachers and staff. Education has moved from the core purpose of teaching children reading, writing and arithmetic to subject matter promoted by political agendas that children do not have a knowledge base of understanding or the maturity level to analyze and expanded sexual content to an inappropriate level. Parents have rights and must advocate for their children. Our schools need to get back to educating our children providing them with a strong foundational education which prepares them to pursue future goals and stop pushing political agendas.
- All students experienced learning loss during Covid. Guilford County students are falling behind, only 8% are proficient in Math 1. Grade inflation with Covid is at an all-time high. How do we address these issues? Strong teachers and increased instructional hours GCS need to address the teacher shortage. We need to retain the talent we have. What initiatives and policies can the board address to support teachers, with discipline issues, return some autonomy and creativity back to the classroom, minimize testing and other time-consuming initiatives not related to academic success. GCS has to hold students accountable for their work. GCS can offer support. However, students need to actually do the work in order to become proficient.
- Parental rights are under attack. The history and culture of Western civilization reflect a strong tradition of parental concern for the nurture and upbringing of their children. This primary role of the parents in the upbringing of their children is now established beyond debate as an enduring American tradition. Wisconsin v. Yoder, 406 U.S. 205 (1972), at 232 Parents have a right to know and approve what is taught to their children. Parents should be told about any mental or medical health issues that the school system has knowledge and no mental or physical health issues should be addressed by the school system without the parent's knowledge and consent.
