Biography

Lisa Frizell earned a B.S. in engineering from the University of Colorado at Boulder in 1984. Frizell served as the assessor of Douglas County and the board chair of the Castle Rock Chamber of Commerce.[2]

I’m a proud native of Douglas County with deep roots in our community. I can vividly recall a time when Castle Rock had just one stoplight, and the entire county had only one high school. I was elected to represent Colorado House District 45 in November 2022 and brought a unique perspective and experience having served two terms as the Douglas County Assessor and worked 25 years in the Douglas County Assessor’s office.

In my tenure at the Douglas County Assessor’s Office, I prioritized fiscal responsibility, ensuring a delicate balance between efficient government and top-notch customer service. This commitment accompanied me to the 74th General Assembly, where I contributed my expertise to key House Committees including Transportation, Housing, & Local Government, Business Affairs & Labor, Finance, and Appropriations. Additionally, I am honored to serve as Chair of the Joint Legislative Audit Committee and to contribute to the interim Legislative Oversight Committee Concerning Tax Policy and Task Force.

In the past two years as Representative, I have passed 26 bills.

Beyond my legislative efforts, my co
  • Improve affordability for Colorado citizens by reducing taxes and government regulation.
  • Protect the Taxpayers Bill of Rights by fighting tax credits, fees and State enterprises that erode the TABOR surplus -and ultimately denies reimbursements to those who have overpaid taxes. This is wealth redistribution, and we must push back hard on progressive efforts to divert tax dollars that by law should be returned to citizens.
  • Local Control of planning and zoning efforts must be protected so that citizens can define what they want their unique communities to look like. Efforts to subvert local planning and zoning decisions have driven much of the last two legislative sessions, and we must continue to fight back against these bills.
Improve housing affordability by enacting legislation that limits construction defects litigation, and also allows insurance companies to feel comfortable in underwriting high density "for sale" housing developments such as condominiums and townhomes.
Ronald Reagan's ability to establish relationships both within his party and outside of it worked to improve the lives of all Americans.
The characteristics and principals most important are a bit diverse. This includes the willingness, when appropriate, to work across the aisle to best serve constituent needs -while not compromising one's principles. This said, the principles most relevant to supporting one's constituents are transparency and accessibility. As an elected official, it is critical that you communicated effectively and frequently with your constituents.
Representing citizens over ideology. You are elected to legislate, not be an activist.
The assassination of President Kennedy. I was very young, but the reaction of my parents left a lasting impression.
I worked at a small children's clothing store in my home town of Castle Rock for the summer.
Their relationship should be very much "hands off" - which in reality is not the case in Colorado.
Housing affordability, State and local government regulation of business and crime rates.
Yes, In the Colorado General Assembly it is the only way to get things done.
Increase property tax relief to residential property owners.
Colorado Chamber of Commerce, Colorado Realtor's Association, Douglas County Sherriff Darren Weekly, 18th Judicial District Attorney John Kellner.
Over this past session, I have served on more committees than anyone else in the CO House of Representatives. In addition to my previous assignments of House Finance, Business Affairs & Labor, Appropriations, Chairing the Legislative Audit Committee, and the Property Tax Commission, I added the Transportation, Housing, and Local Government Committee to my schedule. I enjoyed all of my committees, and think that this diverse exposure gives me a a great background to serve in the Senate
I have worked on and passed legislation that requires both accountability and transparency of both state and local government. Both are incredibly important to me -and to the citizens of the state.
