Biography

Lisa Hoeschele was born in Lansdale, Pennsylvania. She pursued undergraduate studies at SUNY New Paltz and earned a master’s degree in public policy from the Maxwell School at Syracuse University. Hoeschele’s career experience includes working as the CEO of Family Counseling Services, as a French and ESL teacher for Cortland City School District, and as a development officer at Syracuse University Law School, WCNY, and Tompkins Cortland Community College.[1]

Lisa Hoeschele is currently the Executive Director and CEO of Family & Children's Counseling Services, one of the largest behavioral health providers in Central New York and the Southern Tier; in that capacity she is also President of the regional South Central Behavioral Health Care Collaborative. Lisa earned her master's degree in public administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University with a concentration in non-profit management. A former French teacher, Lisa has worked as a fund development professional for Tompkins Cortland Community College, WCNY-TV/Classic-FM and Syracuse University/SU College of Law and as a licensed financial planner at Legend Equities in Syracuse. She has been active in board service, serving as president of the Cortland Enlarged City School Board and has been a community volunteer for many non-profit organizations, including the Onondaga Historical Association, Partners for Arts Education, the Cortland YWCA, the Cortland Family YMCA, the Cortland County Community Services Board and the state-wide Mental Health Clinic Fiscal-Viability Task Force. Lisa now serves as a member of the Board of Directors for the Homer Center 4 the Arts and the Cortland Community Foundation, and is currently president of the New York State Council for Community Behavioral Healthcare.

First: As CEO of a mental health and addictions clinic, I see every day that, despite prosperity for some, many of our residents are not able to participate in the current economy effectively. We need a health care system that all can enjoy - as a right, not a privilege; that protects those with pre-existing conditions and a woman's right to choose; and that does not leave so many of us at the mercy of bankruptcy courts due to skyrocketing medical bills.

Second, we also must make a good college education affordable. My own children's friends, many of whom were fortunate enough to go to college, are now unfortunately and literally drowning in debt. How can young people buy a house and a car if they are falling into the sink hole of student loan debt? We must also support and create new programs to fill the significant need for new members of the trades. Plumbers, carpenters, welders - these are not the jobs of the past - they are the vitally important economic change agents for the future.

Third: We must continue policies that protect our environment. Elimination of single-use bags is a start - but not enough. Every day, we see current federal administration overturning safe water policies, cleaner air standards and transportation policies that turn back incentives for greater fuel economy. We must work together to fight these efforts.
Financial Acumen - For over a decade, I have been working in a regulated, complex environment. Budgets, financial statements, forecasting, M&A due diligence, and agency licensing are all part of my skill set.

Business Experience / Job Creation - I have increased the size of the mental health organization I lead by almost 10-fold since taking the helm in 2010. Today, my organization is the largest mental health agency in CNY / Southern Tier (~$15 million budget & 150 employees). I know how to create and keep jobs - vital in any economy.

Community / Public Service - I have served on the Board of many arts and education institutions. My commitment to our communities' non-profit sector is proven and longstanding - and I will be just as committed to this sector when I take my seat in Albany.

Health Sector Experience - Value-based payments, independent practice associations, working within the healthcare industry, experience working with insurance companies and fellow-providers all afford me the expertise to help solve the toughest healthcare problems facing our State.

School Board / Education Experience - My years working within both the public and private education systems give me insights into the educational needs of our students, our families and our local businesses. I am particularly proud of her service as past school board president of the Cortland City Schools.

I do not believe state legislators need have previous experience in government or politics - as there are other ways to secure and prove both professional and life experience; that being said, having such experience can doubtless reduce the learning curve for new elected officials so they can 'hit the ground running.'
Optimally, public policy and legislation can and should be informed by insights, experiences, and viewpoints from across the political spectrum. As such, relationships and collaboration 'across the aisle' or even within ones own party are vital.
